The surveillance of immigrants and potential terrorists preoccupies leaders throughout the industrialized world. Yet these concerns are hardly new. Policing Paris examines a critical moment in the history of immigration control and political surveillance. Drawing on massive police archives and other materials, Clifford Rosenberg shows how in the years after the Great War the French police, terrified by the Bolshevik Revolution and the specter of immigrant criminality, became the first major force anywhere systematically to enforce distinctions of citizenship and national origins. As the French capital emerged as a haven for refugees, dissidents, and workers from throughout Europe and across the Mediterranean in the 1920s, police officers raided immigrant neighborhoods to scare illegal aliens into registering with authorities and arrested those whose papers were not in order. The police began to concentrate on colonial workers from North Africa, tracking these workers with a special police brigade and segregating them in their own hospital when they fell ill. Transformed by their enforcement, legal categories that had existed for hundreds of years began to matter as never before. They determined whether or not families could remain together and whether people could keep their jobs or were forced to flee. During World War II, identity controls marked out entire populations for physical destruction. The treatment of foreigners during the Third Republic, Rosenberg contends, shaped the subsequent treatment of Jews by Vichy. At the same time, however, he argues that the new methods of identification pioneered between the wars are more directly relevant to the present day. They created forms of inclusion and inequality that remain pervasive, as industrial welfare states around the world find themselves compelled to provide benefits to their own citizens and recruit foreign nationals to satisfy their labor needs.

Prostitution was a serious problem for nineteenth-century Europe: a threat to public health and public order and, at the same time, a prop to morality, allowing society to protect the purity of most women by sacrificing that of only a few. Jill Harsin examines the methods by which the police of Paris resolved the contradictions of this situation--an extralgal adminsitrative system involving the registration, regular medical examination, and periodic administrative detention of all working-class prostitutes. As the author shows, this regulatory system not only deprived prostitutes of civil rights, but increasingly encroached on the rights of all working women who, by the standards and definitions of the police, exhibited suspicious moral character. Drawing on a variety of sources, Professor Harsin presents statistical material on such topics as prostitutes' criminality, providing new evidence for an area hitherto dominated by speculation. The eminent contributors to a new collection, Policing in France, provide an updated and realistic picture of how the French police system really works in the 21st century. In most international comparisons, France typifies the "Napoleonic" model for policing, one featuring administrative and political centralization, a strong hierarchical structure, distance from local communities, and a high priority on political policing. France has undergone a process of pluralization in the last 30 years. French administrative and political decentralization has reemphasized the role of local authorities in public security policies; the private security industry has grown significantly; and new kinds of governing models (based on arrangements such as contracts for service provision) have emerged. In addition, during this period, police organizations have been driven toward central government control through the imposition of performance indicators, and a top-down decision was made to integrate the national gendarmerie into the Ministry of Interior. The book addresses how police legitimacy differs across socioeconomic, generational, territorial, and ethnic lines. An analysis of the policing of banlieues (deprived neighborhoods) illustrates the convergence of contradictory police goals, police violence, the concentration of poverty, and entrenched opposition to the states’ representatives, and questions policing strategies such as the use of identity checks. Most incidents of urban unrest in recent decades - including the riots in France, Britain and other Western countries - have followed lethal interactions between the youth and the police. Usually these take place in disadvantaged neighborhoods composed of working-class families of immigrant origin or belonging to ethnic minorities. These tragic events have received a great deal of media coverage, but we know very little about the everyday activities of urban policing that lie behind them. Over the course of 15 months, at the time of the 2005 riots, Didier Fassin carried out an ethnographic study in one of the largest precincts in the Paris region, sharing the life of a police station and cruising with the patrols, in particular the dreaded anti-crime squads. Far from the imaginary worlds created by television series and action movies, he uncovers the ordinary aspects of law enforcement, characterized by inactivity and boredom, by eventless days and nights where minor infractions give rise to spectacular displays of force and where officers express doubts about the significance and value of their own jobs. Describing the invisible manifestations of violence and unrecognized forms of discrimination against minority youngsters, undocumented immigrants and Roma people, he analyses the conditions that make them possible and tolerable, including entrenched policies of segregation and stigmatization, economic marginalization and racial discrimination. Richly documented and compellingly told, this unique account of contemporary urban policing shows that, instead of enforcing the law, the police are engaged in the task of enforcing an unequal social order in the name of public security.

Why are relations between minorities and the police in France so fraught? Stripping away the myth that this tension is a sudden and recent disruption of its universalist republican tradition brought on by the presence of North African immigrants, Amit Prakash locates the origins of contemporary conflicts in race and empire in France's history. In Empire on the Seine, Prakash argues that the métropole and the colony dynamically co-developed a policing regime over the course of the nineteenth and twentieth centuries to manage colonial and racial difference. With the North African community emerging as a sizable and durable presence in Paris after World War I, this policing became a key state practice in imagining and administering the immigrant population. Prakash shows that despite the French state's current reluctance to use race as an official category, racial thought and racial targets animated police services, social services, and urban planning schemes from the 1920s until the 1970s. Using police archival records, reports from colonial officials, urban planning and housing studies, and the records of French social workers and immigrant associations, Prakash shows that colonial racism was integrated into the policing of Paris and that architecture, urbanism, and social housing assumed police functions for colonial and postcolonial migrants. In light of this history, contemporary social and racial segregation, periodic protests and rioting against police violence, and the aggressive posture of the Parisian police emerge as the material traces of French colonialism in the métropole. The city of Paris was the capital of an empire and its imperial shadows are long.
