In Policing Protest Paul A. Passavant explores how the policing of protest in the United States has become increasingly hostile since the late 1990s, moving away from strategies that protect protesters toward militaristic practices designed to suppress protests. He identifies reactions to three interrelated crises that converged to institutionalize this new mode of policing: the political mobilization of marginalized social groups in the Civil Rights era that led to a perceived crisis of democracy, the urban fiscal crisis of the 1970s, and a crime crisis that was associated with protests and civil disobedience of the 1960s. As Passavant demonstrates, these reactions are all haunted by the figure of black insurrection, which continues to shape policing of protest and surveillance, notably in response to the Black Lives Matter movement. Ultimately, Passavant argues, this trend of violent policing strategies against protesters is evidence of the emergence of a post-democratic state in the United States.

Who do the police protect? An investigation into 40 years of battling protest that reveals a hidden police agenda against dissent. Charged is an essential investigation into the role of policing protest in Britain today. As the UK government tries to suppress all forms of dissent, in their pursuit of more control, how do the police manage crowds, provoke violence and even break the law? Since the 1980s under successive governments the police have been allowed to suppress protests, using aggressive tactics—from batons to horse charges to kettling. The landscape of how police deal with protest changed following criticism of the police during the 1981 Brixton riots. New military-style tactics were sanctioned by the Thatcher government, in secret. Over the next forty years those protesting against racism, unfair job losses, draconian laws, or for environmental protection were subject to brutal tactics. In the aftermath, media attention denigrates protesters while the police are praised and continue to act with impunity. Looking through these moments of conflict widens our understanding of policing public order to reveal the true character of the state. Since the 1980s successive governments, from Thatcher to Johnson, covertly plot to suppress protests, using standardised aggressive tactics, from batons to horse charges to kettling. Through undisclosed documents and eyewitness accounts the authors reveal organised police violence against miners at Orgreave, print workers at Warrington, anti poll tax campaigners, student protestors and Black Lives Matter. The voices of protesters have been undeterred.

In Policing China, Suzanne E. Scoggins delves into the paradox of China's self-projection of a strong security state while having a weak police bureaucracy. Assessing the problems of resources, enforcement, and oversight that beset the police, outside of cracking down on political protests, Scoggins finds that the central government and the Ministry of Public Security have prioritized "stability maintenance" (weiwen) to the detriment of nearly every aspect of policing. The result, she argues, is a hollowed out and ineffective police force that struggles to deal with everyday crime. Using interviews with police officers up and down the hierarchy, as well as station data, news reports, and social media postings, Scoggins probes the challenges faced by ground-level officers and their superiors at the Ministry of Public Security as they attempt to do their jobs in the face of funding limitations, reform challenges, and structural issues. Policing China concludes that despite the social control exerted by China's powerful bureaucracies, security failures at the street level have undermined Chinese citizens' trust in the legitimacy of the police and the capabilities of the state.
