The field called policy analysis focused originally on the formulation of new policies and was structured to give advice to those in the top reaches of government agencies. Within several decades the field moved beyond the formulation stage of the policy process (creating new policies) to agenda setting, implementation, and evaluation of existing policies. New skill sets emerged and staff were found in many parts of the policy world. Despite these changes, there has been little attention paid to the possible shifts in the relationship between analysts and clients, and students of policy analysis often enter the world of work with little exposure to the situations they might face. Policy Analysis in the Twenty-First Century is designed to familiarize students with the diversity of experiences that they can expect to face in their practitioner role. Author Beryl Radin bases the discussion on case studies that illustrate realities in the current policy analysis environment. Set in very different environments (including both US and international settings), the players in the cases illustrate three different stages of a career (beginning the career, mid-career, and people at the end of their career). The cases are based on realistic situations and demonstrate the volatility and complexity of the decision environments. At the same time, they provide attention to the analysts' personal values and career goals. This book will be required reading for faculty and masters level students in both public management and policy analysis classes. It may also be used in executive programs.

What are the grand dynamics that drive the accumulation and distribution of capital? Questions about the long-term evolution of inequality, the concentration of wealth, and the prospects for economic growth lie at the heart of political economy. But satisfactory answers have been hard to find for lack of adequate data and clear guiding theories. In this work the author analyzes a unique collection of data from twenty countries, ranging as far back as the eighteenth century, to uncover key economic and social patterns. His findings transform debate and set the agenda for the next generation of thought about wealth and inequality. He shows that modern economic growth and the diffusion of knowledge have allowed us to avoid inequalities on the apocalyptic scale predicted by Karl Marx. But we have not modified the deep structures of capital and inequality as much as we thought in the optimistic decades following World War II. The main driver of inequality--the tendency of returns on capital to exceed the rate of economic growth--today threatens to generate extreme inequalities that stir discontent and undermine democratic values if political action is not taken. But economic trends are not acts of God. Political action has curbed dangerous inequalities in the past, the author says, and may do so again. This original work reorients our understanding of economic history and confronts us with sobering lessons for today.

Thomas Piketty is a fine example of an evaluative thinker. In Capital in the Twenty-First Century, he not only provides detailed and sustained explanations of why he sees existing arguments relating to income and wealth distribution as flawed, but also gives us very detailed evaluations of the significance of a vast amount of data explaining why incomes is distributed in the ways it is. As Piketty stresses, “the distribution question... deserves to be studied in a systematic and methodical fashion.” This stress on evaluating the significance of data leads him to focus on the central evaluative questions, and look in turn at the acceptability, relevance, and adequacy of existing justifications for the unequal distribution of wealth. In doing so, Piketty applies his understanding of the data to answering the deeply important question of what political structures and what policies are necessary to move us towards a more equal society. Piketty’s evaluation of the data supports his argument that inequality cannot be depended on to reduce over time: indeed, without government intervention, it is highly likely to increase. In addition, he evaluates international data to argue that poor countries do not necessarily become less poor as a result of foreign investment. This strong emphasis on the interrogation of data, rather than the building mathematical models that are divorced from data, is a defining feature of Piketty’s work.

Wattenmaker, a former student and instructor at the Barnes Foundation and former director of the Archives of American Art, is more than qualified to complete such a scholarly work. Beginning the catalogue with an essay on Barnes himself, Wattenmaker apparently felt compelled to defend the reputation of this irascible and sometimes antagonistic individual by deploying extensive quotations (from hitherto inaccessible archival documentation) that shed light on Barnes's motives. Next are in-depth essays on William J. Glackens, Alfred Maurer, and others who have major works in the Barnes Foundation. The final section, "Additional Works by American Artists," is organized alphabetically. Each image is accompanied by extensive scholarly footnotes. The photographs are richly textured. The few photographs of the paintings hanging in situ provide a teasing glimpse into the experience of the visitor to Merion, Pennsylvania, the original home of this collection (soon to be closed to the public, in preparation for the museum's move to a new building in Philadelphia).
