This book discusses the balance of priorities within the Water-Energy-Food (WEF) nexus and its impact on policy development and implementation, highlighting innovative perspectives in adopting a holistic approach to identify, analyse and manage the nexus component interdependencies. Due to increasing demands for natural resources, the WEF nexus has emerged as a response to the numerous global challenges. The dominance of insular, supply-side technocratic thinking has posed a major challenge to improving water governance in the face of mounting resource scarcity, which has itself been accentuated by climate change. During the 1990s, global discourse moved from supply-driven sectoral interventions to more holistic approaches to water governance as part of larger socioeconomic and environmental processes. Integrated water resources management (IWRM) emphasized demand-side water management and used prices, participation, entitlements, laws and regulations to strengthen water governance at hydrological rather than territorial units. More recently, there have been pleas for more integrative approaches that link land, water, energy, food, livelihoods, the environment and other spheres – each with its own, often insular, governance structure. The evolution in global thinking reflects the need to meet growing human needs by innovating approaches that enhance resilience and the sustainability of landscapes, the biosphere and the Earth as a whole. To this end, the water–energy–food (WEF) nexus advocates that society is better off seeking system-level balance rather than maximizing sectoral objectives. The nexus approach has produced prolific analytical literature over the past decade but integrating it into policy and governance faces many challenges. This review paper explores these challenges by focusing on the WEF nexus in action. We compare the nexus in several water-stressed areas of the world including Iran, Saudi Arabia, Mexico, China, Bangladesh and Gujarat (India), with additional evidence drawn from other places such as Morocco and Punjab-Haryana. We synthesize these case studies to examine the actual state of play in different locations and tease out practical lessons for mainstreaming nexus thinking in water policy and governance. The key conclusion is that specific contexts, contingencies and constituencies drive national and sub-national policies. Directing the outcomes towards the optimal nexus depends on the nature of the state, investment in institution building and, above all, ingenuity in policy design and implementation to overcome resistance to change and strengthen political capital for the leaders who back such policies.

The world of development thinkers and practitioners is abuzz with a new lexicon: the idea of "the nexus" between water, food, and energy which is intuitively compelling. It promises better integration of multiple sectoral elements, a better transition to greener economies, and sustainable development. However, there appears to be little agreement on its precise meaning, whether it only complements existing environmental governance approaches or how it can be enhanced in national contexts. One current approach to the nexus treats it as a risk and security matter while another treats it within economic rationality addressing externalities across sector. A third perspective acknowledges it as a fundamentally political process requiring negotiation amongst different actors with distinct perceptions, interests, and practices. This perspective highlights the fact that technical solutions for improving coherence within the nexus may have unintended and negative impacts in other policy areas, such as poverty alleviation and education. The Water–Food–Energy Nexus: Power, Politics and Justice lays out the managerial-technical definitions of the nexus and challenges these conceptions by bringing to the forefront the politics of the nexus, around two key dimensions – a dynamic understanding of water–food–energy systems, and a normative positioning around nexus debates, in particular around social justice. Implementing the 2030 Agenda requires an improved understanding of the interdependencies among the Sustainable Development Goals (SDGs) and targets and the design and implementation of coherent policies across different levels and sectors. The water-energy-food (WEF) nexus has emerged over the past decade as a useful concept to reduce trade-offs and increase synergies in promoting goals of water, energy and food security. While WEF scholarship substantiates the biophysical interlinkages and calls for increased and effective coordination across sectors and levels, knowledge about the conditions for effective coordination is lacking. We aim to contribute to this understanding by conceptualising WEF nexus governance from an analytical perspective as a polycentric system and by developing a framework based on the concept of networks of adjacent action situations (NAASs). The interdependence among transactions for pursuing WEF securities by actors in the differing action situations generates a need for coordination in changing or sustaining institutions, policy goals and policy instruments that guide actions leading to sustainable outcomes. Coordination is achieved through arrangements based on cooperation, coercion and competition. Coordination in complex social-ecological systems is unlikely to be achieved by a single governance mode but rather by synergistic combinations of such modes. Particular coordination arrangements that emerge in a given context depend on the distribution of authority, information and resources within and across interlinked decision-making centres. Integrating the political ecology-based conceptualisations of power into the analytical framework further extends the governance analysis to include the influence of power relations on coordination. Methodological innovation in delineating action situations and identifying the unit of analysis as well as integrating different sources and types of data are required to operationalise the conceptual framework.
