While economists continue to debate whether particular economic policies, such as those referred to in Willliamson’s (1993) “Washington Consensus,” can spur growth in developing countries, this paper demonstrates that it is combinations of policies that are more critical for growth. Policy complementarity refers to the mutually reinforcing benefits of policies that create an environment that is conducive to investment and growth. Quantitative measures of policy complementarity are developed, and the study shows empirically, through both an outcomes-based probability framework and a standard regression analysis, that these complementarities are significant and robust in explaining growth outcomes over the period 1985–95.

This volume is a successor of sorts to the Institute's 1986 volume Toward Renewed Economic Growth in Latin America, which blazed the trail for the market-oriented economic reforms that were adopted in Latin America in the subsequent years. It again presents the work of a group of leading Latin American economists who were asked to think about the nature of the economic policy agenda that the region should be pursuing after a decade that was punctuated by crises, achieved disappointingly slow growth, and saw no improvement in the region's highly skewed income distribution. The study diagnoses the first-generation (liberalizing and stabilizing) reforms that are still lacking, the complementary second-generation (institutional) reforms that are necessary to provide the institutional infrastructure of a market economy with an egalitarian bias, and the new initiatives that are needed to crisis-proof the economies of the region to end its perpetual series of crises. This edited volume examines the flaws in the Washington Consensus. The missing link identified is the relationship between market and government. The East Asian Miracle showed that the market and government are complementary, particularly with regard to economic development. However, the nature of this relationship has not been fully clarified. This book assesses development strategies and policy issues in the context of individual and/or regional economy's history and political-economic reality. The relationship may be conditional to these two factors. With these perceptions in mind, the book focuses on the role and significance of government in economic development in pursuit for new development strategies.

This book explores the process of economic liberalisation in Latin America and revises the transition from the import substitution industrialisation model to market-oriented reforms. It explains the theoretical foundations of the neoliberal paradigm and the implications of the policies that were labelled as the Washington Consensus. The book also incorporates an assessment on the socio-political norms added to the orthodox prescription, the so-called Post-Washington Consensus. The study comprises a general analysis on the subcontinent and on different economic liberalisation paths, and looks at four country case studies: Mexico, Brazil, Chile, and Uruguay, from the 1980s to recent years. From this approach, the reader can analyse weaknesses and strengths, the socioeconomic performance, and the difficulties that Latin America has presented through the turbulent process of economic liberalisation, both at an early stage and over the long run, by means of country case studies encompassing the most diverse and representative styles of economic openness in the subcontinent.
