A fundamental rethinking is under way about the roles of government, citizens, and community organizations in public policy. Can government be reconstructed to make public policies more responsive to citizens and thus more effective? This challenge is apparent in the activist policy agenda of the Clinton administration, which supports national service programs, government-voluntary collaborations, and community-based development projects. Public Policy for Democracy is an important and timely contribution to the current discussion of how to get people more involved in their own governance. In this book, contributors urge policymakers and policy analysts to promote a more vigorous and inclusive democracy by incorporating concerns about citizenship in their craft, rather than strictly emphasizing efficiency and effectiveness. The authors provide insight into how the social construction of politics affects the recipients of the policies and the public in general. They call attention to how policies reinforce negative stereotypes of some groups, such as welfare recipients, and often lead to political alienation and withdrawal. In addition, they discuss how polices using "clinical reason"—a term borrowed from medicine and used as a way to classify people—are increasingly applied to nonmedical situations, such as domestic violence, to restrict individual power and legitimacy. The authors argue that much needs to be done by the government itself to improve policy design and empower all citizens to participate in the democratic process. They identify concrete strategies for policymakers to enhance the role of citizens without sacrificing program effectiveness.

This book proposes a new institution - the 'People's Forum' - to enable democratic governments to effectively address long-running issues like global warming and inequality. It would help citizens decide what strategic problems their government must fix, especially where this requires them to suffer some inconvenience or cost.The People's Forum is first based on a new diagnosis of government failure in democracies. The book tests its own analyses of government failure by seeing whether these might help us to explain the failures of particular democracies to address (and in some cases, to even recognize) several crucial environmental problems. The essential features of a new design for democracy are described and then compared with those of previous institutional designs that were also intended to improve the quality of democratic government. In that comparison, the People's Forum turns out to be not only the most effective design for developing and implementing competent policy, but also the easiest to establish and run. The latter advantage is crucial as there has been no success in getting previous designs into actual trial practice. It is hoped that this book may inspire a small group to raise the money to set up and run the People's Forum. Then, as citizens see it operating and engage with it, they may come to regard the new Forum as essential in helping them to deliberate long-running issues and to get their resulting initiatives implemented by government. Smith also discusses how the People's Forum must be managed and how groups with different political ideologies may react to it.An Afterword sets out the method by which this design was produced, to help those who might want to devise an institution themselves. The new concepts in environmental science that the book develops to test its diagnosis are applied in an Appendix to outline crucial options for the future of Tasmania. Similar options apply to many countries, states and provinces. As indicated above, those choices are currently beyond the capacity of democratic governments to address and in some cases, even to recognize. But the People's Forum may lift them out of that morass.

What does it mean to design democratic cities and democratic citizens in a time of mass urbanization and volatile political transformation? Citizen Designs: City-Making and Democracy in Northeastern Thailand addresses this question by exploring the ways that democratic urban planning projects intersect with emerging political aspirations among squatters living in the northeastern Thai city of Khon Kaen. Based on ethnographic and historical research conducted since 2007, Citizen Designs describes how residents of Khon Kaen’s railway squatter communities used Thailand’s experiment in participatory urban planning as a means of reimagining their citizenship, remaking their communities, and acting upon their aspirations for political equality and the good life. It also shows how the Thai state used participatory planning and design to manage both situated political claims and emerging politics. Through ethnographic analysis of contentious collaborations between residents, urban activists, state planners, participatory architects, and city officials, Eli Elinoff’s analysis reveals how the Khon Kaen’s railway settlements became sites of contestation over political inclusion and the meaning and value of democracy as a political form in the first decades of the twenty-first century. Elinoff examines how residents embraced politics as a means of enacting their equality. This embrace inspired new debates about the meaning of good citizenship and how democracy might look and feel. The disagreements over citizenship, like those Elinoff describes in Khon Kaen, reflect the kinds of aspirations for political equality that have been fundamental to Thailand’s political transformation over the last two decades, which has seen new political actors asserting themselves at the ballot box and in the streets alongside the retrenchment of military authoritarianism. Citizen Designs offers new conceptual and empirical insights into the lived effects of Thailand’s political volatility and into the current moment of democratic ambivalence, mass urbanization, and authoritarian resurgence.
