The role of formal and informal institutional forces in changing three areas of U.S. public policy: privacy rights, civil rights and climate policy There is no finality to the public policy process. Although it’s often assumed that once a law is enacted it is implemented faithfully, even policies believed to be stable can change or drift in unexpected directions. The Fourth Amendment, for example, guarantees Americans’ privacy rights, but the 9/11 terrorist attacks set off one of the worst cases of government-sponsored espionage. Policy changes instituted by the National Security Agency led to widespread warrantless surveillance, a drift in public policy that led to lawsuits challenging the constitutionality of wiretapping the American people. Much of the research in recent decades ignores the impact of large-scale, slow-moving, secular forces in political, social, and economic environments on public policy. In Policy Drift, Norma Riccucci sheds light on how institutional forces collectively contributed to major change in three key areas of U.S. policy (privacy rights, civil rights, and climate policy) without any new policy explicitly being written. Formal levers of change—U.S. Supreme Court decisions; inaction by Congress; Presidential executive orders—stimulated by social, political or economic forces, organized permutations which ultimately shaped and defined contemporary public policy. Invariably, implementations of new policies are embedded within a political landscape. Political actors, motivated by social and economic factors, may explicitly employ strategies to shift the direction of existing public polices or derail them altogether. Some segments of the population will benefit from this process, while others will not; thus, “policy drifts” carry significant consequences for social and economic change. A comprehensive account of inadvertent changes to privacy rights, civil rights, and climate policy, Policy Drift demonstrates how unanticipated levers of change can modify the status quo in public policy.

How domestic constraints hamper India’s foreign policy and its potential as a superpower One of the most important developments in today’s changing international system is the emergence of India as a rising power. However, Rajesh Basrur finds that India is hobbled by serious domestic constraints. Subcontinental Drift explains why India’s foreign policy is often characterized by multiple hesitations, delays, and diversions that may ultimately hamper its rise. Basrur analyzes the concept of policy drift through the lens of neoclassical realist theory to reveal why this drift occurs so regularly in Indian foreign policy and how it affects India’s quest for major power status. Using four cases—the India-US strategic partnership, India-Sri Lanka relations, India’s nuclear strategy, and crossborder terrorism—Basrur identifies two basic explanations for India’s indecision on critical issues. The first, involuntary drift, is related to the distribution of domestic material power, while the second, voluntary drift, is produced by a responsibility deficit. Basrur develops a fresh theoretical basis for understanding the relationship between India’s foreign and domestic policies and introduces a series of theoretical refinements to neoclassical realism. Subcontinental Drift also provides advice on how policy makers might lower the costs of policy drift. This innovative analysis is essential to understanding the constraints around India’s foreign and domestic security decisions and how they will affect its rise.

Academic Paper from the year 2018 in the subject Politics - International Politics - Region: USA, grade: 1, , language: English, abstract: Over centuries, the U.S. foreign policy has been experiencing reforms to reflect the status of the nation’s international relations. These reforms have been instrumental to different administrations in the American history in addressing both domestic and international challenges. For instance, the emergence of the Cold War which created tension between the U.S. and its foes including Russia and the Soviet Union prompted Truman’s and Eisenhower’s administrations to adopt the containment policy, in order to counter Soviet aggression. This strategy enabled the U.S. to subvert political, military and economic consequences of Stalinism. Despite the numerous reforms that have been designed to redefine the U.S. foreign policy in accordance to its domestic and international interests, it is apparent that the country has not yet adopted an ‘all-inclusive’ foreign policy that advances its interests. In the current global order, numerous issues related to the U.S. foreign policy have emerged including the intensification of domestic and international challenges. These changes in the evolving global order seem to have placed the U.S. foreign policy in a state of drifting. Holmes & Inboden (2015) reaffirm that “America's standing in the world, and arguably its influence -- has diminished” (par. 6). This phenomenon can be explained by the current rifts between the United States and its continental allies which are characterized by the rise of anti-U.S. political regimes in Asia, Europe, Africa, and Latin America. This calls for appropriate measures which will redefine U.S. engagement with the international community as it is envisaged in the Obama’s Doctrine, the ‘Grand Strategy’ (Chadha & Muni, 2014). Therefore, this research paper will provide a comprehensive overview on the U.S. foreign policy drift. It will discuss this phenomenon by focusing on the rifts between the United States and other countries which have compromised the effectiveness of the country’s foreign policy.

Transatlantic Policymaking in an Age of Austerity integrates the study of politics and public policy across a broad spectrum of regulatory and social welfare policies in the United States and several nations of Western Europe. The editors and a sterling list of contributors look at policymaking in the 1990s through the present—providing a comparative politics framework—stressing both parallel development and the differences between and among the nations. Similar prevailing ideas and political factors can be identified and transatlantic comparisons made—providing for a clearer understanding of the policymaking process. Faith in regulated markets and the burden of rising welfare costs are concerns found on both sides of the Atlantic. Western democracies also share political climates colored by economic austerity; low trust in government, pressures from interest groups, and a sharply divided electorate. In general, policymakers on both sides of the ocean, constrained by economic necessity, have been unable to produce policy outcomes that satisfy the key segments of the electorate. The contributors examine the United States, Great Britain, France, and Germany, as well as a number of other European countries, and study the European Union itself as a policymaking institution.
