Social welfare is riddled with ingrained problems that have already defeated all standard approaches, and reform calls for counterintuitive action. Digital Social Innovation (DSI) is primarily about promoting grassroots initiatives to address localized societal problems, and is not normally talked about in relation to welfare reform, but perhaps social innovation initiatives, with their localized and case-based approach, could help to solve the enormous structural problems faced by our welfare democracies today. This book addresses the potential and implications of DSI for the reform of the European welfare state. This is the Final Report of Work Package (WP) 12 (Cohesion Policy Delivery System) of the suite of ex post evaluations of Cohesion Policy programmes 2007-2013, financed by the European Regional Development Fund (ERDF), the European Social Fund (ESF) and the Cohesion Fund (CF). The purpose of this evaluation was to provide an assessment of the performance of the 2007-13 Cohesion Policy delivery system. In this context, "delivery system" is understood as the combination of legal requirements and procedures that support the effective and efficient investment of European Union resources, and of the outlining of roles and responsibilities in planning, management and implementation of the policy at each level of government. Many legal requirements and procedures of the delivery system in the 2007-13 period were quite similar for all programmes, i.e., they did not differ greatly irrespective of the amount of funding, quality of governance or socioeconomic development level. As specified by the Tender Specifications (p. 11), the evaluation aimed to "analyse the effectiveness and efficiency of the delivery system and identify the main success factors that support the accountable implementation of a policy that is legal and regular, which delivers results in a timely and responsive manner at reasonable costs to national administrations and beneficiaries." The evaluation covered the Cohesion Policy delivery system in all 28 Member States, it collected and analysed evidence on stakeholder expectations and on their judgment of performance of the delivery system against these expectations, on strengths and weaknesses and factors driving successes and failures. This wide coverage was important in order to capture differences in the implementation of programmes across Member States and regions with varying socio-economic contexts, public administration systems, administrative capacities and quality of governance. These variations are vital because the Cohesion Policy delivery system essentially works through and relies largely on the pre-existing, heterogeneous national and regional public administrations of Member States. This evaluation involved the analysis of a wide variety of information gathered from a combination of web based surveys, case studies, focus groups and interviews, and covered approximately 3,700 representatives from national and regional institutions, beneficiaries and the European Commission. This primary research was complemented by existing secondary data (e.g., expenditure data, data on error rates, data on the type of evaluations carried out, etc.) and a review of existing literature.

This study reports from a workshop on 'New Technologies and Regional Policy: Towards the Next cohesion policy Framework'. The European Parliament's Science and Technology Options Assessment (STOA) Panel organised the workshop in Brussels on 16 October 2017. The objective was to provide input to the debate on the next EU cohesion policy, after 2020. The workshop focused on the impact of new technologies at the European and regional levels, affecting EU cohesion policy and regional innovation-led growth. Members of the European Parliament, specialists from the European Commission, representatives of several regions, Member States and organisations made workshop contributions. See the Appendix for the workshop programme. After the workshop, the author prepared this document as a discussion paper according to the major themes of the workshop, while taking into account the overall scope and the principal content of the workshop. Further inputs on the same and related topics were collected through interviews with EU representatives and other specialists. Policy reports and observations in the scientific literature provided facts and background. See the list of persons consulted and the source material used, detailed at the end of this report. The text that follows relates mainly to EU cohesion policy and includes analyses of the territorial dimension of innovation-led economic growth and relevant policy issues. Particular focus is put on information and communications technologies (ICT) and digital platform economics, as well as on science and technology parks and urban innovation areas. This study also provides policy options for the legislator.

This report synthesises the results of the ex post evaluation of the Cohesion policy programmes financed from the European Regional Development Fund (ERDF) and the Cohesion Fund. The central aim of the evaluation was to answer three main questions: - How was the funding provided spent in regions across the EU? What were the results and how far did they contribute to Cohesion policy goals? - What are the lessons for the future design and conduct of Cohesion policy? This summary, firstly, sets out the objectives of the policy over the period and the context in which it was implemented. Networks are increasingly used by policy practitioners to implement public policy. However, evidence that network approaches to implementation are actually beneficial for policy performance is inconclusive. Only recently studies incorporate Social Network Analysis, allowing for the inclusion of specific structural network conditions and their relationship for performance. This research contributes to this growing area of study by exploring the relationship between network position and the performance of projects implemented under European Union Cohesion policy, the EU's regional policy instrument. A mixed methods approach is adopted, including quantitative analysis of all the projects and their performance - financial and physical, and semi-structured interviews. The conclusion is that the inclusion of more actors is not automatically beneficial for performance. Instead the research identifies specific conditions under which organisational actors can improve the probability of better performance.

The Directorate-General for Research & Innovation (DG RTD) of the European Commission regularly carries out policy-oriented in-house analyses. This paper provides background information and analysis to stimulate a policy debate on two key policy issues for which important evolutions have been noted over the past years: Performance Based Research Funding and R&D tax incentives. The introduction of a Performance Based Research Funding is one of the central mechanisms through which many countries have in recent years tried to increase the effectiveness and performance of their public research systems. While Performance Based Research Funding helps improve system performance in interaction with other policy instruments, they differ widely among countries and there is an ongoing debate regarding their potential unexpected or undesired effects. In parallel, the majority of OECD and EU Member States are using R&D tax incentives as a policy response to tackle the deficit in business R&D investment. While in most EU Member States R&D tax incentives have increased both in relative and absolute terms and there is evidence that they directly increase private R&D expenditure, the wider innovation and economic impacts of these schemes cannot be adequately assessed. The paper draws on information and expertise accumulated in the Commission services through a range of activities and notably the report Science, Research and Innovation Performance of the EU 2018 and the outcomes of several Horizon 2020 Policy Support Facility activities, among others. The policy paper was drafted in view of a strategic policy debate on how to improve national Research and Innovation systems of Member States and Associated Countries that took place in the European Research Area Committee plenary on 17-18 September 2018in Salzburg, Austria.
