Reducing emissions from deforestation and forest degradation, and enhancing forest carbon stocks in developing countries (REDD+) has emerged as a promising climate change mitigation mechanism in tropical forest countries. This paper examines the national political context in 13 REDD+ countries in order to identify the enabling conditions for achieving progress in the implementation of countries REDD+ policies and measures. The analysis builds on a previous qualitative comparative analysis (QCA) of various countries progress with REDD+, conducted in 12 REDD+ countries in 2012. A follow-up survey in 2014 was considered timely because the REDD+ policy arena, at international and country levels, is highly dynamic and undergoes constant evolution, which affects progress with REDD+ policy making and implementation. In this paper, we examine whether the promise of performance-based funds has played a role in enabling the establishment of REDD+. The results show a set of enabling conditions and characteristics of the policy process under which REDD+ policies can be established. Two key findings of our analysis, the importance of already initiated policy change and the relevance of available performance-based funding in combination with strong national ownership of the REDD+ process, may help guide other countries seeking to formulate REDD+ policies that are likely to deliver efficient, effective and equitable outcomes.

Key messages This Infobrief examines and discusses REDD+ achievements and challenges in Brazil for the period 2015–2019, reflecting the opinions of relevant actors within the REDD+ policy domain in the country. Over time, REDD+ initiatives have promoted changes in Brazilian political articulation, funding possibilities and mobilization of civil society, and brought more visibility to the importance of combating deforestation and forest degradation within the country. In terms of practical implementation, the national REDD+ framework is still quite limited. Further development of the national REDD+ strategy is a considerable challenge for Brazil, as it is becoming clearer that the current national political rhetoric does not consider fighting and controlling deforestation and climate change as government priorities. Several major challenges exist because weak forest resource governance, poor enforcement of the environmental legislation, social inequalities, land use conflicts, and lack of political commitment remain in the country’s profile. However, international pressure on Brazil to stop deforestation might provide an opportunity for those actors who until now had little presence in the REDD+ political arena.

REDD+ represents countries’ efforts to reduce emissions from deforestation and forest degradation, and foster conservation, the sustainable management of forests, and the enhancement of forest carbon stocks. The basic idea is that more carbon can be sequestrated and stocked in tropical forests by improving their conservation, management, and sustainable use, thus contributing to mitigating climate change. The developing countries and relevant stakeholders concerned will be financially compensated for these endeavors, either through public funds or private carbon markets. Given this context, this book will address the need to assess the political and socio–economic dimensions of the performance of REDD+, which is relevant to policy-makers, practitioners, and scholars. This implies taking into account the various levels (from global to local) and dimensions (e.g., results-based payments, MRV, co-benefits, and community engagement), as well as divergent (disciplinary) connotations, of performance. We, therefore, pose the following question: What does performance mean? In answering this question, we provide examples of assessments of performance. We present 9 cases of how REDD has performed on local, national and international scales, and reflect on the representativeness of these examples and their limitations when looking at the current range of REDD initiatives, along with what is missing in terms of evaluating the performance of REDD+. We conclude by establishing why performance assessment remains so relevant today.

REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

Climate change is a global concern of special relevance to Southeast Asia, a region that is both vulnerable to the effects of climate change and a rapidly increasing emitter of greenhouse gases (GHGs). This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

This report discusses the political, economic and social opportunities and constraints that will influence the design and implementation of REDD+ in Vietnam. In particular, four major direct drivers (land conversion for agriculture; infrastructure development; logging (illegal and legal); forest fire) and three indirect drivers (pressure of population growth and migration; the states weak forest management capacity; the limited funding available for forest protection) of deforestation and degradation in Vietnam are discussed, along with their implications for REDD+. These drivers and their impacts vary from region to region, and change over time no one-size-fitsall formula will function across the whole of Vietnam. The report also examines the lessons learnt from various forestry and economic development policies and programmes and suggests how a future REDD+ mechanism can overcome the major challenges, which include limited funding for forest protection, weak local governance capacity, poor vertical and horizontal coordination, low involvement of the poor, women and indigenous groups, low economic returns, elite capture of land and benefits, and corruption. The report suggests that if REDD+ is to succeed, it must be participatory, that is, all players are given fair and ample opportunity to be part of the programme (particularly those with the least resources or the greatest economic disenfranchisement); transparent, that is, all players can trace how the programme is administered, including the distribution of benefits; and well-monitored, to ensure that the programme is conducted such that it meets its overarching objectives and guidelines. The success of REDD+ will also require that it take a pro-poor and pro-gender equity approach.
