This book investigates how individual politicians and political parties strategically make use of the media to reach their political goals. Looking beyond a purely Americentric viewpoint, the chapters present data from more than ten Western democracies to argue that the media are both a source of information and an arena for political communication. This double functional role of the media is examined from both a theoretical and an empirical perspective, including chapters dealing with different aspects of politics - from campaigning to law making - and within different political contexts. The role of the news media is discussed from the perspective of the political actor, focusing on both the opportunities and the constraints the news media provide, resulting in a multidisciplinary text that will appeal to students and scholars of both communication and political science.

From the start of the French Revolution, contemporary observers were struck by the overwhelming theatricality of political events. Examples of convergence between theater and politics included the election of dramatic actors to powerful political and military positions and reports that deputies to the National Assembly were taking acting lessons and planting paid "claqueurs" in the audience to applaud their employers on demand. Meanwhile, in a mock national assembly that gathered in an enormous circus pavilion in the center of Paris, spectators paid for the privilege of acting the role of political representatives for a day.Paul Friedland argues that politics and theater became virtually indistinguishable during the Revolutionary period because of a parallel evolution in the theories of theatrical and political representation. Prior to the mid-eighteenth century, actors on political and theatrical stages saw their task as embodying a fictional entity--in one case a character in a play, in the other, the corpus mysticum of the French nation. Friedland details the significant ways in which after 1750 the work of both was redefined. Dramatic actors were coached to portray their parts abstractly, in a manner that seemed realistic to the audience. With the creation of the National Assembly, abstract representation also triumphed in the political arena. In a break from the past, this legislature did not claim to be the nation, but rather to speak on its behalf. According to Friedland, this new form of representation brought about a sharp demarcation between actors--on both stages--and their audience, one that relegated spectators to the role of passive observers of a performance that was given for their benefit but without their direct participation. Political Actors, a landmark contribution to eighteenth-century studies, furthers understanding not only of the French Revolution but also of the very nature of modern representative democracy.

Public opinion is one of the most elusive and complex concepts in democratic theory, and we do not fully understand its role in the political process. Reading Public Opinion offers one provocative approach for understanding how public opinion fits into the empirical world of politics. In fact, Susan Herbst finds that public opinion, surprisingly, has little to do with the mass public in many instances. Herbst draws on ideas from political science, sociology, and psychology to explore how three sets of political participants—legislative staffers, political activists, and journalists—actually evaluate and assess public opinion. She concludes that many political actors reject "the voice of the people" as uninformed and nebulous, relying instead on interest groups and the media for representations of public opinion. The current perception of democratic crisis in Western Europe gives a renewed urgency to a new perspective on the way democracy was reconstructed after World War II and the principles that underpinned its postwar transformation. This study accounts for the formation of the postwar democratic order in Western Europe by studying how the main political actors in France, West Germany and Italy conceptualized democracy and strove over its meaning. Based upon a wide range of librarian and archival sources from these countries, it tracks changing conceptions of democracy among leading politicians, political parties, and leaders of social movements, and unveils how they were deeply divided over key principles of postwar democracy – such as the political party, the free market economy, representation, and civic participation. By comparing three national debates on the question what democracy meant and how it should be institutionalized and practiced, this study argues that only in the 1970s conceptions of democracy converged and key political actors accepted each other as democrats with similar conceptions of democracy. This study thereby deconstructs the myth of the quick emergence of one consensual Western European model of democracy after 1945, demonstrates that its formation was a long and contentious process in which national differences were often of crucial importance, and contributes to an enhanced understanding of the historical roots of the current sentiment of democratic crisis.

Why are some claims seen or heard as political claims, while others are not? Why are some people not seen or heard as political agents? And how does their political unintelligibility shape political bodies, and the terms of political agency, from which they are excluded? In this groundbreaking book, Sina Kramer uses the framework of constitutive exclusion to describe the phenomenon of internal exclusion -- exclusions that occur within a political body. More specifically, constitutive exclusions occur when a system of thought or a political body defines itself by excluding some difference (based on gender, race, class, sexuality, etc.) that is considered intolerable to the boundaries that comprise the body or system's political worth. This exclusion is not absolute, but preserves the very difference it seeks to repress in order to define itself against what it is not. Yet, as Kramer argues, if those who are excluded contest their repression, their political claims are deemed threatening and criminal. But can we ever be without constitutive exclusions? And can we avoid reinscribing them through critique? Kramer ultimately argues that to do justice to the excluded, to render those claims intelligible as political claims, instead requires the reconstitution of the political body on new terms. Importantly, this book offers both a diagnosis and a critique of the concept of constitutive exclusion, articulating what counts as a political action and who counts as a political agent. Kramer takes up a range of cases -- including those of Antigone, Claudette Colvin and Rosa Parks, the 1992 Los Angeles riots, and the Black Lives Matter movement -- to better understand who counts as a political actor, and how we understand political belonging and the contestation of exclusion. Excluded Within articulates who we are by virtue of who we exclude, and what claims we cannot see, hear, or understand.
