For almost three thousand years, Egypt and Mesopotamia were each ruled by the single sacred office of kingship. Though geographically near, these ancient civilizations were culturally distinct, and scholars have historically contrasted their respective conceptualizations of the ultimate authority, imagining Egyptian kings as invested with cosmic power and Mesopotamian kings as primarily political leaders. In fact, both kingdoms depended on religious ideals and political resources to legitimate and exercise their authority. Cross-cultural comparison reveals the sophisticated and varied strategies that ancient kings used to unify and govern their growing kingdoms. Experiencing Power, Generating Authority draws on rich material records left behind by both kingdoms, from royal monuments and icons to the written deeds and commissions of kings. Addressing the relationship between religion and ideology, and drawing on a range of literary, ritual, and visual sources, this book reconstructs the cultural discourse of Assyria from the third through the first millennium BCE. Ideology is delineated here as a subdiscourse of religion rather than as an independent category, anchoring it firmly within the religious world view. Tracing Assur's cultural interaction with the south on the one hand, and with the Syro-Anatolian horizon on the other, this volume articulates a "northern" cultural discourse that, even while interacting with southern Mesopotamian tradition, managed to maintain its own identity. It also follows the development of tropes and iconic images from the first city state of Uruk and their mouvance between myth, image, and royal inscription, historiography and myth, and myth and ritual, suggesting that, with the help of scholars, key royal figures were responsible for introducing new directions for the ideological discourse and for promoting new forms of historiography.

This volume represents a collection of contributions presented during the Third Annual University of Chicago Oriental Institute Seminar Religion and Power: Divine Kingship in the Ancient World and Beyond, held at the Oriental Institute, February 23-24, 2007. The purpose of this conference was to examine more closely concepts of kingship in various regions of the world and in different time periods. The study of kingship goes back to the roots of fields such as anthropology and religious studies, as well as Assyriology and Near Eastern archaeology. More recently, several conferences have been held on kingship, drawing on cross-cultural comparisons. Yet the question of the divinity of the king as god has never before been examined within the framework of a cross-cultural and multi-disciplinary conference. Some of the recent anthropological literature on kingship relegates this question of kings who deified themselves to the background or voices serious misgivings about the usefulness of the distinction between divine and sacred kings. Several contributors to this volume have pointed out the Western, Judeo-Christian background of our categories of the human and the divine. However, rather than abandoning the term divine kingship because of its loaded history it is more productive to examine the concept of divine kingship more closely from a new perspective in order to modify our understanding of this term and the phenomena associated with it.

This volume examines the state ideology of Assyria in the Early Neo-Assyrian period (934-745 BCE) focusing on how power relations between the Mesopotamian deities, the Assyrian king, and foreign lands are described and depicted. It undertakes a close reading of delimited royal inscriptions and iconography making use of postcolonial and gender theory, and addresses such topics as royal deification, “religious imperialism”, ethnicity and empire, and gendered imagery. The important contribution of this study lies especially in its identification of patterns of ideological continuity and variation within the reigns of individual rulers, between various localities, and between the different rulers of this period, and in its discussion of the place of Early Neo-Assyrian state ideology in the overall development of Assyrian propaganda. The Assyrians have usually been charcterized as the strongmen of the ancient Near East, controlling their empire largely through military force, terror, and intimidatin. The new interpretation of Esarhaddon's reign offered here, hwever, suggests that his success in dealing with conquered Babylonia lay in his masterful use of non-violent tools of government: public works programs, royal public appearnces, and especially the use of documents which presented different images of the king and his policies to different national audiences. Traces of these techniques in the policies of earlier Assyrian kings suggest that the Assyrians had long used such techniques, as well as terror, to control their empire. This study also prposes some new approaches to reading Assyrian royal inscriptions. It suggests, for example, that Assyrian building documents, although often buried in foundaitons, wer first read to contemporary audiences and were primarily designed for them. An analysis of subtle differences in Esarhaddon's Babylon inscriptions suggests that variants may be clues to the identificaiton of different intended audiences for texts which were once thought of as duplicates. This book combines documentary and archeological evidence to propose a new interpretation of Esarhaddon's reign based onc lose reading of texts. it also proposes a new, more complex model of the techniques by which Assyria succeeded in governing her empire.

This book focuses on certain local powers in Old Babylonian Mesopotamia (ca. 2000 - 1595 B.C.), namely the chief of the city (rabianum), the elders, the "city," and the assembly. This is a novel approach to Old Babylonian history that allows us to understand the constituency, activities, and sphere of influence of local institutions of authority, and the way they coped with state officials and royal policies. Focusing on local powers changes the traditional manner of looking at the state. This is so because far from being a monolithic entity that unilaterally made decisions concerning people, water, land, and other resources, the state had to deal with local institutions that were not always willing to accept royal decisions passively. The state was often unable to penetrate deeply into traditional social and economic practices that were controlled by local leaders, as is most apparent in the conflict of jurisdiction related to land distribution. However, the state did surreptitiously co-opt local leaders into the royal domain. The methodology and conclusions of this case study of local authorities in Old Babylonian Mesopotamia will also be useful for those studying other ancient states and complex societies.

The late W.G. Lambert (1926-2011) was one of the foremost Assyriologists of the latter part of the twentieth century. His principle legacy is a large number of superb critical editions of Babylonian literary compositions. Many of the texts he edited were on religious and mythological subjects. He will always be remembered as the editor of the Babylonian Job (Ludlul bel nemeqi, also known as the Poem of the Righteous Sufferer), the Babylonian Flood Story (Atra-hasis) and the Babylonian Creation Epic (Enuma elish). The present book is a collection of twenty-three essays Lambert published between the years 1958 and 2004. These endure not only as the legacy of one of the greatest authorities on ancient Mesopotamian religion and mythology, but also because each makes statements of considerable validity and importance. As such, many are milestones in the fields of Mesopotamian religion and mythology.
