Technology and Ethical Idealism investigates a pivotal intellectual and political moment in twentieth-century Indonesian history, the establishment of "development" as both an ideal and a practice. The focus of this study is on technological development as a central concern of colonial political life from 1900 to 1942 in the Netherlands East Indies. The foundations of developmentalist thinking and practice in the turn-of-the-century colonial reforms were called the Ethical policies. Tracing the interplay of Ethical politics at the highest levels of the Netherlands Indies colonial government with the technical practices of development taking place in the fields of ordinary Javanese farmers, it shows how and why technological development became such an enduring part of political and material life in the archipelago. This study offers a new history of the Ethical policies that focuses on their often-neglected technopolitical character, and the formative influence they exercised on development thinking in Indonesia among both Dutch experts and members of the community of Indonesian activists known as the pergerakan. In startling contrast with many histories of development, it shows how the interaction of colonial idealism and scientific practice led the Dutch to commit to small-scale change in their "development of the native peoples." As experts tailored technical solutions to ecological, social, and economic conditions of local areas, they eschewed high modernism in their search for colonial moderni-zation, unexpectedly prefiguring the appropriate technology movements that arose decades later. Based on extensive research in the colonial archives in The Hague, the National Library in Jakarta, and the Bogor Library of Biology and Agriculture, this study draws on official documents and scientific research of the era, as well as public discussions in both Dutch and Indonesian language newspapers and journals in order to capture not just the official plans, but also a wide range of public critiques and responses to development, and the day-to-day practices that shaped the productive lives of ordinary farmers. Offering a new exploration of politics and technology in colonial Indonesia, this book will interest historians of Indonesia and Southeast Asia, historians of technology, and those seeking to understand the complex colonial roots of international development.

In the “tribal moment in American politics,” which occurred from the 1950s to the mid- to late-1970s, American Indians waged civil disobedience for tribal self-determination and fought from within the U.S. legal and political systems. The U.S. government responded characteristically, overall wielding its authority in incremental, frequently double-edged ways that simultaneously opened and restricted tribal options. The actions of Native Americans and public officials brought about a new era of tribal-American relations in which tribal sovereignty has become a central issue, underpinning self-determination, and involving the tribes, states, and federal government in intergovernmental cooperative activities as well as jurisdictional skirmishes. American Indian tribes struggle still with the impacts of a capitalist economy on their traditional ways of life. Most rely heavily on federal support. Yet they have also called on tribal sovereignty to protect themselves. Asking how and why the United States is willing to accept tribal sovereignty, this book examines the development of the “order” of Indian affairs. Beginning with the nation’s founding, it brings to light the hidden assumptions in that order. It examines the underlying deep contradictions that have existed in the relationship between the United States and the tribes as the order has evolved, up to and into the “tribal moment.”

This book charts the new phase of global struggles around gender equality and sexual democracy: the ultraconservative mobilization against "gender ideology" and feminist efforts to counteract it. It argues that anti-gender campaigns, which emerged around 2010 in Europe, are not a simple continuation of the anti-feminist backlash dating back to the 1970s, but part of a new political configuration. Opposition to "gender" has become a key element of the rise of right-wing populism, which successfully harnesses the anxiety, shame and anger caused by neoliberalism and threatens to destroy liberal democracy. Anti-Gender Politics in the Populist Moment offers a novel conceptualization of the relationship between the ultraconservative anti-gender movement and right-wing populist parties, examining the opportunistic synergy between these actors. The authors map the anti-gender campaigns as a global movement, putting the Polish case in a comparative perspective. They show that the anti-gender rhetoric is best understood as a reactionary critique of neoliberalism as a socio-cultural formation. The book also studies the recent wave of feminist mass mobilizations, viewing the transnational revolt of women as a left populist movement. Democratic decline in the United States and globally, a lack of confidence in political institutions and an increasingly violent and divisive political climate raise many questions for the state of political learning and civic engagement. A decade ago, a task force commissioned by the United States Department of Education called on colleges and universities to affirm their missions to educate for democracy. Relatively few have made the investment, though dozens of higher education associations and organizations have publicly committed their support to prepare students to address the persistent public issues they are inheriting. While there has been a recent upward spike in rote civic knowledge and historically high youth voting rates, the United States has seen a decline in political rights and civil liberties and has been listed as a backsliding democracy. Since 2010, state legislatures have passed laws making it harder to vote, with access to the ballot increasingly dependent on which party controls the state legislature. Meanwhile, substantial dysfunction and hyperpartisanship in Congress, concerns over the impartiality of the judiciary and limited accountability and oversight of the executive branch have contributed to the loss of institutional capacity to address public problems and to declining public confidence in political institutions. These trends coincide with problematic rhetoric and growing scrutiny from public officials on how colleges and universities educate students on public issues, particularly those centered on class, race, ethnicity and social justice. Issues of free speech and expression have been further nationalized following a high-profile hearing of the House Committee on Education and the Workforce that questioned the presidents of Harvard, Massachusetts Institute of Technology and University of Pennsylvania about antisemitism on their campuses and as campus protests regarding the Israeli-Palestinian conflict have been met with heavy-handed responses. These episodes serve as loud warning shots to colleges and universities across the country. Academic freedom and freedom of speech - core tenets of a liberal education - are at risk. Can higher education step up and meet the moment? Collectively, contributors to this volume - who come from a broad range of institutions, experiences and perspectives - provide critical research and analyses, as well as innovative approaches for how higher education can fulfill its public role and contribute to building the democratic societies we need.

Only recently has the phenomenon of technology become an object of in terest for philosophers. The first attempts at a philosophy of technology date back scarcely a hundred years - a span of time extremely short when com pared with the antiquity of philosophical reflections on nature, science, and society. Over that hundred-year span, speculative, critical, and empiricist approaches of various sorts have been put forward. Nevertheless, even now there remains a broad gap between the importance of technology in the real world and the sparse number of philosophical works dedicated to the under standing of modern technology. As a result of the complex structure of modern technology, it can be dealt with in very different ways. These range from metaphysical exposition to efforts aimed at political consensus. Quite naturally, within such a broad range, certain national accents can be discovered-; they are shaped by a com mon language, accepted philosophical traditions, and concrete problems requiring consideration. Even so, the worldwide impact of technology, its penetration into all spheres of individual, social, and cultural life, together with the urgency of the problems raised in this context - all these demand a joint philosophical discussion that transcends the barriers of language and cultural differences. The papers printed here are intended to exemplify such an effort at culture-transcending philosophical discussion.
