Today, more than ever, the state of a country’s science and technology is a critical factor for economic competitiveness and long-term growth. This book traces the development of science and technology policies and initiatives in Singapore since 1965. Developed as a trading entrepôt by the British, science and technology were never strongly emphasized, right up to the 1970s. However, the need to stay ahead of economic competitiveness motivated the Singapore Government to initiate its national science and technology policy from the 1980s — moving Singapore from a low-skilled, low-technology economy to a high-skilled, high-technology one. Today, the drive for Singapore to become a hotbed for technological start-ups and R&D activities, supported by strong government funding and cutting-edge facilities, seems promising. Are the aspirations of nurturing a Silicon Valley–type culture in Singapore achievable? Are pragmatic, risk-averse Singaporeans ready for the mindset change? Can a nation of traders and service-brokers become a nation of technological innovators and entrepreneurs? This book attempts to provide the answers

In the coming decades, East Asian economies must face the challenges of an increasingly globalized marketplace. This book explores the changing parameters of competition in East Asia, and argues that success ultimately will depend on the ability of the region's firms to harness the potential of global production networks and to build their own innovative capability. Presenting the latest findings on global production networks and the evolution of technological capabilities, it provides researchers, students, and policymakers with in-depth information and analysis on key issues related to growth and development in East Asia. East Asian firms must not only achieve greater efficiency but also become more innovative, offering differentiated products in order to vie with other first-tier suppliers of multinational corporations. These firms will also need to develop a technological edge if they are to compete with corporations from the leading OECD countries and form their own global production networks. 'Global Production Networking and Technological Change in East Asia' argues that a development strategy linked to technological advance will be necessary to foster the growth of innovative national firms that can remain competitive in global markets.

This report is the fourth on the state of local news produced by the Hussman School of Journalism and Media at the University of North Carolina at Chapel Hill. It measures what has been lost, while also assessing what must be done if we are to nurture and revive a vibrant news landscape in the third decade of the 21st century. The first section of this report, "The News Landscape in 2020: Transformed and Diminished," examines the loss of local news, from the end of 2004--when newspaper advertising, circulation and employment were at, or near, peak levels--to the end of 2019, providing a time-lapsed snapshot of the news landscape before the coronavirus seized control of the economy. It assesses not only the current state of local newspapers, but also that of local digital sites, ethnic news organizations and public broadcasting outlets. The second section, "The News Landscape of the Future: Transformed ... and Renewed?" establishes the need for a reimagining of journalistic, business, technological and policy solutions. Extensive research has established that the loss of local news has significant political, social and economic implications for our democracy and our society. Yet, according to the Pew Research Center, almost three-quarters of the general public remains unaware of the dire economic situation confronting local news organizations. By documenting the transformation of the local news landscape over the past 15 years, and exploring the challenges and potential solutions, we hope this report will raise awareness of the role that all of us can play in supporting the revival of local news. Accompanying this report, is an updated website, usnewsdeserts.com, with more than 350 interactive maps--allows readers to drill down to the county level to understand the state of local media in communities throughout the United States. You will find information on regional and community newspapers--as well as public broadcasting outlets, ethnic media and digital sites.

A growing awareness of the contribution that technological change has made and can make to economic and social welfare has brought science and technology policy to the forefront of public discussions in both national and international forums. The papers in this volume, first presented at a Centre for Economic Policy Research conference held in London in September 1986 on the Economics of Technology Policy, represent a wide ranging contribution to the debate. Generally aimed at the non-specialist, the papers cover both the experience and application of policy as well as providing in-depth discussions of the rationale for intervention in the process of technological change. The authors include both policy-makers (Barber, Ergas and White) and the academic economists (Dasgupta, David, Griliches, Lyons, Pakes, Stiglitz and Stoneman). The volume will be of particular interest to policy-makers and their advisers concerned with technology-related issues and will contribute significantly to undergraduate and graduate courses in the same area.
