Although Turkey began its transition to democracy as early as the 1950s, it is still far from having reached a level of consolidated democracy with the country's sixty-year history of democratic politics being punctuated by numerous breakdowns and restorations of democracy. In an attempt to examine why consolidation of Turkish democracy has taken so long, this book aims at analyzing various factors including state, political parties, civil society, civil-military relations, socio-economic development, the EU as an international actor and the rise of internal threats (political Islam and separatist Kurdish nationalism) that both hinder and enhance democratic consolidation in Turkey. In this case study of the politics of transition in Eastern Europe, Rudolf Martin Rizman provides a careful, detailed sociological explanation and narrative on the emergence of independent statehood and democracy in Slovenia, a small state whose experience is of interest to policy makers, scholars, and serious students of Eastern Europe. In his focus on the transition from an authoritarian to a democratic regime, Rizman analyzes social processes and political issues in the context of the Third Wave of democratization, identifying “zones of certainty and uncertainty.” Challenging many generally accepted ideas about small states and their transitions to democracy, this book places Slovenia’s pattern of democratization in the wider regional context of eastern and central European post-communist transitions. Rizman shows, for example, that a country’s size is merely one factor out of many, and while Slovenes considered the influence of larger states, their choices were not particularly circumscribed by them. Opening with a discussion of the relevant theoretical environment in sociology and political science, Rizman illuminates the complex processes of democratic transition and consolidation. From there, the book analyzes the internal and external processes and factors relevant for Slovenia’s successful trajectory from existence as an ethnically defined sub-nation to an internationally recognized nation-state. After careful consideration of religious, political, military, intellectual, and other socio-political stakeholders in the region, including the somewhat disturbing evidence of the salience of a new “radical Right”, Rizman concludes that Slovenia is irreversibly set on the course of democratization, with indications of having reached the early stages of consolidation.

The second half of the twentieth century has witnessed several waves of democratization in Europe, the Americas, and in other regions of the world, such as South East Asia. Although for the most part these democratic regimes are no longer haunted by the prospect of a return to authoritarianism, severe economic and social problems have posed serious challenges, creating a situation where change is often achieved through alternating periods of consolidation and crisis. Drawing on a systematic, empirical analysis of four key Southern European countries, Portugal, Spain, Greece, and Italy, Morlino identifies several key aspects of democratic consolidation: consensus and legitimation, party system and party organization, and the ways in which organized and non-organized interests are related to parties and the institutions of state. The resulting models of consolidation are analysed and the mechanisms and patterns of their unfolding crises identified, taking care to disentangle the pragmatic reactions against the regime, often related to corruption, from more ideological ones grounded in differences in values. Finally, the author addresses the question of the `quality' of democracy, examining how this is related to the outcome of processes of consolidation and crisis. This insightful study offers the first extensive, comparative analysis of consolidation and crisis in these countries, and features a wealth of up-to-date information on party organizations, interest associations, the media, and public opinion. Although clearly focusing on Southern Europe, the author's findings are extremely relevant for understanding the politics of several other regions, including Eastern Europe, Latin America, and South East Asia.
