Taking the policymaking process as a vehicle to understanding political change in Mexico, and based on the results of filed research presented here, this dissertation advances the thesis that environmental policymaking during the administration of Ernesto Zedillo Ponce de Leon (1994--2000) was a partially open process as it incorporated the demands of some societal actors and it involved the active participation of Members of Congress. This points to a departure from the traditional exclusionary decision and policymaking practices that characterized traditional PRI rule and which were reinforced in the late 1980s and early 1990s. In part, the opening of the process has followed the strengthening of the environmental movement. However, the openness of the policy process was not equally accessed by the actors given that the private sector was able to have privileged access through informal mechanisms. This points to further entrenchment of the specialized and non-transparent channels of access the private sector has had during the process of political change in Mexico. Environmental policymaking was also characterized by the continued exclusion of groups, such as indigenous organizations, as they were effectively left out of the process. This study also attempts to show, through an analysis of the implementation of forestry policy in the Selva Lacandona of Chiapas, that there was a gap between the formulation and implementation of environmental policy. This gap is the result of a series of obstacles that environmental institutions face to implement policy fully, obstacles that stem mostly from the socio-economic exclusion the majority of the population experience as well as entrenched power structures. Essentially, it appears that forestry policy is inadequate to solve the problem of deforestation in the state.

Analysis of climate change policy innovations across North America at transnational, federal, state, and local levels, involving public, private, and civic actors. North American policy responses to global climate change are complex and sometimes contradictory and reach across multiple levels of government. For example, the U.S. federal government rejected the Kyoto Protocol and mandatory greenhouse gas (GHG) restrictions, but California developed some of the world's most comprehensive climate change law and regulation; Canada's federal government ratified the Kyoto Protocol, but Canadian GHG emissions increased even faster than those of the United States; and Mexico's state-owned oil company addressed climate change issues in the 1990s, in stark contrast to leading U.S. and Canadian energy firms. This book is the first to examine and compare political action for climate change across North America, at levels ranging from continental to municipal, in locations ranging from Mexico to Toronto to Portland, Maine. Changing Climates in North American Politics investigates new or emerging institutions, policies, and practices in North American climate governance; the roles played by public, private, and civil society actors; the diffusion of policy across different jurisdictions; and the effectiveness of multilevel North American climate change governance. It finds that although national climate policies vary widely, the complexities and divergences are even greater at the subnational level. Policy initiatives are developed separately in states, provinces, cities, large corporations, NAFTA bodies, universities, NGOs, and private firms, and this lack of coordination limits the effectiveness of multilevel climate change governance. Although the Kyoto Protocol, an international agreement to address global climate change, has been regarded by many as an unsuccessful treaty both politically and environmentally, it stands as one of the world’s few truly global agreements. Why did such a diverse group of countries decide to sign and/or ratify the treaty? Why did they choose to do so at different times and in different ways? What explains their foreign policy behavior? Amy Below’s book builds off the increasing significance of climate change and uses the Kyoto Protocol as a case study to analyze foreign policy decision making in Latin America. Below’s study takes a regional perspective in order to examine why countries in Latin America made disparate foreign policy choices when they were faced with the same decision. The book looks at the decisions in Argentina, Mexico, and Venezuela via a process-tracing method. Below uses information obtained from primary and secondary documents and elite interviews to help reconstruct the processes, and augments her reconstruction with a content analysis of Conference of the Parties speeches by presidents and country delegates. The book complies with convention in the field by arguing that systemic, national and individual-level factors simultaneously impact foreign policy decisions, but makes the additional claim that role theory most accurately accounts for relationships between variables. Environmental Politics and Foreign Policy Decision Making in Latin America considers a variety of factors on individual, national, and international levels of analysis, and show that the foreign policy decisions are best viewed through the prism of role theory. The book also draws conclusions about the value of role theory in general and about environmental foreign policy decisions in developing countries, which will be of value to both policy-makers and academics.
