World-renowned scholars explore how political clientelism works and evolves in the context of modern developing democracies. What happens when vote buying becomes a means of social policy? Although one could cynically ask this question just as easily about the United States’s mature democracy, Diego Abente Brun and Larry Diamond ask this question about democracies in the developing world through an assessment of political clientelism, or what is commonly known as patronage. Studies of political clientelism, whether deployed through traditional vote-buying techniques or through the politicized use of social spending, were a priority in the 1970s, when democratization efforts around the world flourished. With the rise of the Washington Consensus and neoliberal economic policies during the late-1980s, clientelism studies were moved to the back of the scholarly agenda. Abente Brun and Diamond invited some of the best social scientists in the field to systematically explore how political clientelism works and evolves in the context of modern developing democracies, with particular reference to social policies aimed at reducing poverty. Clientelism, Social Policy, and the Quality of Democracy is balanced between a section devoted to understanding clientelism’s infamous effects and history in Latin America and a section that draws out implications for other regions, specifically Africa, Southeast Asia, and Eastern and Central Europe. These rich and instructive case studies glean larger comparative lessons that can help scholars understand how countries regulate the natural sociological reflex toward clientelistic ties in their quest to build that most elusive of all political structures—a fair, efficient, and accountable state based on impersonal criteria and the rule of law. How do politicians win elected office in Indonesia? To find out, research teams fanned out across the country prior to Indonesia’s 2014 legislative election to record campaign events, interview candidates and canvassers, and observe their interactions with voters. They found that at the grassroots political parties are less important than personal campaign teams and vote brokers who reach out to voters through a wide range of networks associated with religion, ethnicity, kinship, micro enterprises, sports clubs and voluntary groups of all sorts. "Existing work suggests that legislators in countries like India should spend little time engaging with individual citizens and, if they do, should focus their attention on co-partisans. Yet, there is anecdotal evidence that these politicians actually spend substantial time assisting individual citizens with access to basic state services. In this book, I show that helping individual voters is a key part of these representatives' activities and that, in contrast with existing expectations, they do not generally discriminate against their non-copartisans in providing assistance. Yet, this constituency service differs from that observed in Western democracies, as it arises from the partisan nature of distribution at the local level. Thus, Indian politicians are more accountable to citizens than we previously expected, but this accountability is linked to, and constrained by, the character of patronage-based politics"--

One common demand in the 2011 uprisings in the MENA region was the call for ‘freedom, dignity, and social justice.’ Citizens rallied against corruption and clientelism, which for many protesters were deeply linked to political tyranny. This book takes the phenomenon of the 2011 uprisings as a point of departure for reassessing clientelism and patronage across the entire MENA region. Using case studies covering Morocco, Tunisia, Egypt, Jordan, Lebanon, Turkey and the Gulf monarchies, it looks at how the relationships within and between clientelist and patronage networks changed before 2011. The book assesses how these changes contributed to the destabilization of the established political and social order, and how they affected less visible political processes. It then turns to look at how the political transformations since 2011 have in turn reconfigured these networks in terms of strategies and dynamics, and concomitantly, what implications this has had for the inclusion or exclusion of new actors.
