This book examines the history of political continuity and conflict in East Timor between 1974 and 2006, and the origins of an unexpected crisis in 2006 which caused an international military intervention and several more years of UN missions. Providing a fresh and empirical political history to explain the crisis, the book offers new dimensions to the understanding of East Timor, its independence struggles, political transition and politics after independence in 2002. The author revisits historical materials and brings to light new resources, making extensive use of the 2005 Report of the Commission for Reception, Truth and Reconciliation and contemporary diplomatic, UN and news media reports, to provide a precise context and chronology for the events in 2006. The book provides an analysis within which factors such as ethnic and inter-communal violence, security sector weaknesses and conflict between the army and police, the constitution and legal system, state-building and peace-building can be located in the larger context of the 2006 crisis. This book argues that the international community must share responsibility for contributing to the conditions that resulted in violent conflict in Timor-Leste, four years after it declared independence from Indonesia. Its failure to tailor interventions to Timor-Leste’s specific political economy and conflict dynamics distanced the state from its citizens and undermined its capacity to forge a political settlement founded on a robust social contract. At a time in which conflict-affected states are receiving unprecedented attention and peacekeeping operations and humanitarian emergencies are becoming increasingly complex, this book argues that radical changes are urgently required in the way the international community operates in these environments. The findings are rooted in an examination of the mechanisms used by international development actors in Timor-Leste between 1998 and 2006. In bringing together wide-ranging perspectives, the author shows that international actions cannot be separated from the local political and socio-economic context, demonstrating that interventions are never ‘apolitical’ and that peacebuilding must be intentional. Indeed, political settlements premised on a robust social contract should not be taken for granted anywhere. The impact of increasing disenfranchisement, mistrust in institutions and structural inequalities evident in the global North suggest that lessons from peacebuilding in Timor-Leste are relevant far beyond its shores. This book is essential for students and researchers in the fields of development studies, international political economy, peacebuilding and conflict resolution, and for practitioners and policymakers striving to advance peace.

Dependent Communities investigates the political situations in contemporary Cambodia and East Timor, where powerful international donors intervened following deadly civil conflicts. This comparative analysis critiques international policies that focus on rebuilding state institutions to accommodate the global market. In addition, it explores the dilemmas of politicians in Cambodia and East Timor who struggle to satisfy both wealthy foreign benefactors and constituents at home-groups whose interests frequently conflict. Hughes argues that the policies of Western aid organizations tend to stifle active political engagement by the citizens of countries that have been torn apart by war. The neoliberal ideology promulgated by United Nations administrations and other international NGOs advocates state sovereignty, but in fact "sovereignty" is too flimsy a foundation for effective modern democratic politics. The result is an oppressive peace that tends to rob survivors and former resistance fighters of their agency and aspirations for genuine postwar independence. In her study of these two cases, Hughes demonstrates that the clientelist strategies of Hun Sen, Cambodia's postwar leader, have created a shadow network of elites and their followers that has been comparatively effective in serving the country's villages, even though so often coercive and corrupt. East Timor's postwar leaders, on the other hand, have alienated voters by attempting to follow the guidelines of the donors closely and ignoring the immediate needs and voices of the people. Dependent Communities offers a searing analysis of contemporary international aid strategies based on the author's years of fieldwork in Cambodia and East Timor.

The book argues that peacebuilding is a long-term endeavor and is a work in progress in Timor-Leste, based on the good foundations laid by the UN. However, like many other developing countries, Timor-Leste has enormous challenges to address; but it also has oil resources and a young population. Its future success will depend on how its oil wealth is managed and distributed, whether it is able to bridge the urban-rural divisions in the country, provide employment for its burgeoning population, and progress economically. Last, but not least, its future success will also depend importantly, on how its leadership deals with past, namely, the continuing intra-elite divisions that are a legacy of its troubled history. They have to transcend past divisions and unite Timorese society for the future development of the country.The book ends with a set of recommendations for Timor-Leste and for the region, namely members of the Association of Southeast Asian Nations (ASEAN).

This book is a history of the struggle for independence after East Timor was invaded by Indonesia in 1975. The occupation, which lasted 24 years, was immediately resisted through guerrilla warfare and clandestine resistance. A continuum of effort between the armed freedom fighters in the mountains, the resilience of urban supporters, and international activism and support eventually brought about liberation in September 1999. Given that the Timor rebels did not have a land border with a friendly state, had no external supplier of weapons and no liberated area in which to recover between guerrilla operations, their successful resistance is unique in the history of guerrilla warfare and independence struggles. Equally uncommon was an unexpected weapon in the struggle -- a remarkable display of strategic non-violent action. This is the first study to integrate all the major factors in East Timor's independence struggle. This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice - feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia's 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice.
