The theme of M. Proal's interesting and valuable book is that politics cannot be divorced from morality. Science without conscience, Rabelais has said, is the ruin of the soul; and M. Proal endevors to enforce the maxim that politics divorced from morality is the ruin of society. In the opening chapter of his volume M. Proal points out that immoral political maxims date much farther back than the times of Machiavelli. The doctrine of two moralities - one for public and another for private affairs - is a doctrine which has come down to the modern world from Greek and Roman times. All that Machiavelli did was to state this theory and to show how craft and treachery might be utilized to acquire and retain political authority. [...] Reasons of state is the modern form which this ancient maxim has assumed. Injustice is defended on the ground that in the particular circumstances the welfare of the state demanded it. Politicians are accustomed to use this expression as a cloak for every iniquity. [...] Cicero says, "it is by absolute justice and justice alone that it is possible to govern states." A Nemesis overtakes nations which allow themselves to be governed by reasons of state. It is a policy which on purely utilitarian grounds does not pay in the end. Many instances of the truth of this will be found in M. Proal's pages. [...] M. Proal very truly points out that the moral standard of political rulers is determined by public opinion. It therefore rests with the public to purify the political atmosphere where it has become polluted by refusing to support unscrupulous candidates for power, and unscrupulous methods of political action. But in order to do this effectively, the public themselves must be permeated and animated by genuine and deep moral principles. At the present moment, the clash of national interests and of class interests is in many ways a menace to civilization. The only manner in which these conflicting interests can ultimately be reconciled and harmonized is by bringing the combatants together on the common meeting ground of justice. Academic research on state crime has focused on the illegal actions of individuals and organizations (i.e., syndicates and corporations). Interchangeably labeled governmental crime, delinquency, illegality, or lawlessness, official deviance and misconduct, crimes of obedience, and human rights violations, state crime has largely been considered in relation to insurgent violence or threats to national security. Generally, it has been seen as a phenomenon endemic to authoritarian countries in transitional and lesser developed contexts. We need look no further than today's headlines to see the evidence of state crime. Rwanda, where government troops massacred countless Hutus and Tutsis, governmental atrocities in Kosovo, at the hands of the Yugoslavian Army, and East Timor where both individuals and property have been decimated, largely perpetrated by the Indonesian military. The study of how to control state crime has been difficult. There are definitional, conceptual, theoretical, and methodological problems, as well as difficulties in designing of practical methods to abolish, combat, control or resist this type of behavior. Jeffrey Ian Ross reviews these shortcomings, then develops a preliminary model of ways to control state crime. His intention is stimulating scholarly research and debate, but also encouraging progressive-minded policymakers and practitioners who work for governmental and nongovernmental organizations. The hope is that they will reflect upon the methods they advocate or use to minimize state transgressions. One of the more dangerous contemporary threats to the quality of life is the collaboration of the political establishment with the criminal underworld - the political-criminal nexus (PCN). This active partnership increasingly undermines the rule of law, human rights, and economic development in many parts of the world. States in transition are especially at risk. Despite the magnitude of the threat, there is little understanding of the security threats by the PCNs and how and why political-criminal relationships are formed and maintained. Menace to Society is the first attempt to develop an analytical framework for making generalizations about this contemporary scourge. Case studies of Colombia, Hong Kong, Taiwan, Italy, Mexico, Nigeria, Russia and Ukraine, and the United States by leading scholars and practitioners included here answer such key questions as: How do PCNs get established? How is a PCN maintained, and destroyed? What do the participants want from each other in a PCN? What can be learned from those who have successfully countered the PCN? The findings indicate that political, economic, and cultural factors play a significant role in the formation and evolution of PCNs. When the institutions of the state are weak, as in Nigeria and Colombia, it is difficult for the state to prevent political-criminal collaboration. A lack of checks and balances, either from civil society or opposition political parties such as described in the cases of Mexico and Russia, is a key factor. Cultural patterns tend to facilitate this kind of collaboration. Markets and economics, too, bear on the PCN issue. The supply and demand for illegal goods and services, not only drugs, in many countries creates a market controlled by criminals who need political help to "run" their business. Menance to Society will be critical reading for security planners, foreign and military policymakers, and political scientists.

""Crimes against humanity" has become integral to contemporary political and legal discourse. The conceptual core of the term - an act offending against all of mankind -, however, runs deep in the history in international political thought. In an original excavation of this history, The Politics of Universal Crime examines theoretical mobilizations of the idea of "universal crime" in colonial and post-colonial contexts. The book demonstrates the overlooked centrality of humanity and criminality to political liberalism's historical engagement with world politics, thereby breaking with the exhaustively studied status of individual rights in liberal thought. It is argued that invocations of universal crime project humanity as a normatively integrated, yet minimally inclusive and hierarchically structured subject. Such visions of humanity have in turn underwritten justifications of foreign rule and outsider intervention based on claims to an injury universally suffered by all mankind. The study foregrounds the "political productivity" of universal crime that entails distinct figures, relationships and forms of authority and agency. The book traces this argument through European political theorists' deployments of universal crime in assessing the legitimacy of colonial rule and foreign intervention in non-European societies. Analyzing John Locke's notion of universal crime in the context of English colonialism, the concept's retooled circulation during the nineteenth century and contemporary cosmopolitanism's reliance on 'crimes against humanity', it identifies an 'inclusionary Eurocentrism' that subtends the authorizing and coercive dimensions of universal crime. Unlike much-studied 'exclusionary Eurocentrist' thinking, 'inclusionary Eurocentrist' arguments have historically extended an unequal, repressive 'recognition via liability' to non-European peoples"--
