Since the 1950s David Apter and Carl Rosenberg have been among the leading American scholars in African Studies. In this volume they, along with other major specialists in the field, explore the new configurations of African politics. With tentative efforts at a revival of democracy now taking place, it seems appropriate to reasses the theoretical debates ad empirical themes that have characterized postwar Sub-Saharan African politics. Focusing on "new realism" that has emerged among Africanists since the dismantling of colonial rule, the essays are presented as a corrective both to the initial euphoria informing African studies and to the later tendency to place blame for all Africa's political and economic difficulties on the receding specter of colonial oppression.

This book provides the reader with a set of case studies covering a diverse range of African states in order to identify the major causes of recent change, the progress made so far and what the prospects for the future might be. While changes in the global political situation has been important, the greatest impetus towards democracy has been the result on internal factors. This book attempts to correct the impression created by Western media that Sub-Saharan Africa is in a state of anarchy. The text analyzes and shows that while many Sub-Saharan African nations are experiencing the worst time of their history, others are enjoying their best times. Thus, the text argues that although some parts of Africa are experiencing crisis, the continent is also a fine region of major new experiments in governance, peace building and free market transformation programs. Finally, the text focuses some of its analyses on the colonial legacy, economic and ethnic transformation, indigenous institutions and other forces that seem to influence the governance of Sub-Saharan African nations.

An important new discussion of Africa's place in the international system. This volume discusses Africa's place in the international system, examining the way in which the Westphalian system, in light of the impact of globalization and transnational networks, continues to play a major role in the structuring of Africa's international relations. The book provides a solid empirical analysis of key global players in Africa - France, the UK, the US, Japan, Germany, the EU and the UN - and of their policies towards the region. In the context of the 'war against terrorism', African political stability becomes a consideration of increasing importance. By analyzing the relevance of the states in the North, this book challenges conventional wisdom in recent international relations thinking. It applies the concept of an 'international policy community' to bridge the gap between the 'domestic' and the 'international', explaining why Africa retains a role in global politics out of any proportion to its economic weight.

Civil society is one of several Western political and social concepts that have not traveled successfully to Africa. Revived in response to the search for democracy in Eastern Europe during the late Soviet era, Western donors promoted and funded new civil society organizations in sub-Saharan Africa, regarding them as an essential grounding for African democratization. Most of these new civil society organizations had little in common with African associational activity. Focusing on the characteristics and behavior of longstand-ing African organizations would appear a better starting point for developing a useful concept of an African civil society. One candidate worth serious investigation is the Buganda Kingdom Government. This organization violates most distinctions central to Western notions of civil society. Yet it continues to behave like a civil society organization. Its political and conceptual collisions offer guidance toward a useful notion of African civil society and understanding Ugandan politics.
