Once considered a question of an international order based on consolidated statehood and homogeneous social communities within national borders, global order has become a question of alternative political articulations, resistance movements, and cultural diversity, among others. This book first critically analyzes the conditions for the struggles of theorizing global normative order in political and IR theory. Second, to make sense of the presence of difference and possibility for global normative order in view of the simultaneous absence of first foundations, the study draws on post-foundational thinking based on the seminal work of German philosopher Martin Heidegger and Argentine political theorist Ernesto Laclau. Finally, the author develops a theoretical framework for a hauntological approach to global normative order that provides an alternative and theoretically coherent explanation for the emergence of global order. This is of interest to scholars as well as practitioners (including activists) concerned with global social relations, global political discourse, and the construction of global identity and normative order(s).

Moral Order/World Order argues for the centrality of normative theory in the study of international relations. Two themes develop, each reflecting opposing pairs: fact/value, is/ought, description/prescription, feasibility/desirability. The first theme concerns the epistemological framework provided by a normative account. The second theme concerns the political conditions of knowledge which determine the role of different theories, indicating the need for adaptation of traditional normative scholarship, overcoming the separation of ethics from politics which has so far limited its role.

Globalization consists of an interlocking array of political, economic, social, and cultural forces that challenge the traditional international order in two key ways. First, states historically had 'hard shells', by means of which they were capable of consolidating differences between 'inside' and 'outside' to the point where the latter could more easily be quarantined. Second, for closely-related reasons they were largely able to 'absorb' domestic society, such that the individual was less a citizen than a subject. But through globalizing processes these (dubious) attributes have been starkly exposed, which leads Haigh to ask, Whither the state under globalization? This edited volume analyses different forms of resistance against international institutions and charts their success or failure in changing the normative orders embodied in these institutions.
