Over the last two decades, many changes have happened to the social welfare policies of various industrial countries. Citizens have seen their pensions, unemployment benefits, and general healthcare policies shrink as “belt tightening” measures are enforced. But in contrast, long-term care has seen a general growth in public financing, an expansion of beneficiaries, and, more generally, an attempt to define larger social responsibilities and related social rights. The aim of this book is to describe and interpret the changes introduced in long-term care policies in Western Europe. The volume argues that recent reforms have brought about an increasing convergence in LTC policies. Most of the new programs have developed a new general approach to long-term care, based on a better integration of social care and health care. The book explores increasing public support given to family care work (in the past, the family would take care of the elderly or infirm) and increasing growth and recognition of a extended social care market (by which care has shifted from a moral obligation based on family reciprocity to a paid, professional activity). A new social care arrangement has therefore been developing in Western countries, based on a new mix of family obligations, market provision, and public support. In order to understand such changes, this analysis will take into account the social and economical impact of these reforms.

'This innovative book provides insightful analyses and critique of policy ideas and practices regarding the challenges and opportunities facing ageing European societies. Through pertinent case study examples, it elucidates the ideological and institutional factors that underlie policy responses in different European societies. It demonstrates the pivotal role of ideas and of international organisations in shaping the policy and practice landscape, and driving through key policy reforms in Europe. This edited book provides an invaluable resource for policy-makers, researchers and scholars interested in ageing, policy and the political process.' Sara Arber, University of Surrey UK Demographic changes transform societies and challenge existing institutional solutions and policies. The need for policies addressing these challenges has increasingly been put on the agenda. The Making of Ageing Policy analyzes these innovative policy ideas and practices at both the international and the national level. The book provides insights into the value basis and justifications of ageing policies, the potential for conflict and how policy ideas are embedded in institutional defense and advocacy for institutional change and reform. In terms of policy ideas the economically focused 'productive ageing' dominates, but the book finds instances where the broader 'active ageing' approach has gained a hold in policymaking. Ageing policy reforms within pensions and labour market policy include measures to make people extend their working life. In long-term care reforms abound, and implies changes in the responsibility of financing and provision but the patterns across countries differ substantially. The authors provide normative analysis of ageing policy ideas, divulge political conflicts and consensus on ageing policy, and contribute by describing and analyzing the changing institutional landscape of ageing politics and policies throughout Europe. It will prove insightful for academics and researchers in the field, but it will also appeal to practitioners who are increasingly dealing with demographic challenges across a wide number of policy sectors in their daily affairs.

This perceptive volume presents conceptual, theoretical, and empirical approaches to social policy analysis comparing China and Nordic countries in their treatment of the elderly. An international panel of experts offers valuable policy insights into issues of housing, community care, family care, pensions and social security, and mental health as China translates and adapts Western examples, particularly those set by Norway, Sweden, and Finland. The book contrasts shared issues in the contexts of economic history, accountability and service improvements, and sustainability while also examining specifically Chi nese problems such as care gaps between urban and rural elders. Coverage also considers the centrality of aging policy in China as the nation works toward its long-term goal of eradicating poverty. Included among the topics: Building a welfare system with Chinese characteristics: from a residual type to moderate universalism. “Aging in community”: historical and comparative study of aging welfare and social policy. Sweden: aging welfare and social policy in the 21st century. Policy responses to aging: care services for the elderly in Norway. China’s elderly care policy and its future trends. Aging Welfare and Social Policy will interest professionals and researchers addressing questions of Chinese and comparative social policy, health psychologists, and sociologists focused on family, youth, and aging.
