The modern welfare state is under threat from a variety of fronts. Changing demographic patterns, declining public trust, interest group demands and growing international competition for capital and labour are presenting modern states with intense pressures. This volume examines these competing pressures and offers a coherent analyses of both institutional resilience and institutional change. Adopting an evolutionary approach, this innovative volume demonstrates both how past practices and policies significantly affect the current options and how social and economic forces impinge upon each of these societies in surprisingly different ways. Cross-national in scope and unified in approach, Restructuring the Welfare State examines core issues facing the contemporary welfare state while at the same time significantly advancing historical institutionalist theory.

The welfare state has been developed first and in its largest extent in North-Western Europe, in Germany, Great Britain, the Netherlands, and Sweden. It is also in these countries where the crisis and financial problems of the welfare state are felt first. The need for restructuring the welfare state is a challenge of a supra-national, European and international scale. The book analyses the different welfare states in Germany, Great Britain, the Netherlands, and Sweden with outlooks to Eastern Europe and Japan and examines the proposals for reforming and restructuring the welfare state in Europe. The book offers a unique combination of empirical and philosophical-ethical analysis of the welfare state.

Quasi-markets and managerial steering techniques have spread in the provision of welfare state services and are now a salient feature. This innovative book explores the introduction and impact of marketization and managerialism in social policy by adopting a dual perspective - one on regulation and governance, the other on human resources - covering five fields of social service delivery. Welfare governance (for example, welfare mix, regulation, employment conditions and customer involvement) has changed significantly in the past decade. In particular, the new governance models not only clash with traditional ideas of bureaucratic regulation but also with the norms and standards of professional service delivery. The fact that the labor force in welfare organizations is made up of 'professionals' implies that the introduction of new modes of welfare governance often results in organizational conflicts. The editors and contributors collectively assesses these processes not only by comparing different policy fields and countries, but also by taking a close look inside organizations, examining the coping strategies of professionals, and how they adapt to new models of governing welfare organizations. An ideal compliment to undergraduate and postgraduate study, Restructuring Welfare Governance is essential reading for scholars in the fields of social policy, public administration and comparative welfare state analysis.

This is a collection of essays that address the international changes in welfare policy. The book discusses the new patterns of governing associated with the notions of welfare, care, and education that emerge during the late Twentieth and early Twenty-first-centuries. The issues examined are, among others, the role of international donors and their emphasis on efficiency and lower social subsidies, international migration and its impact on welfare policy inclusions (and exclusions), and national policy change. While representing many different locations and traditions, contributors work within a variety of critical theoretical perspectives that critique our cultural ways of reasoning about the care and education of the child, the role and practice of the state, and the social and cultural construction of citizenship and nationhood.

The fast changing economic climate is creating substantial pressure for welfare state restructuring worldwide. Yet the discussion regarding challenges faced and the responses required has been confined to the 'standard welfare states' in the West. This book examines whether these challenges also apply to the countries in the East, whether these countries have generated different responses to their Western counterparts, and whether they have undergone a process of regime transformation while responding to these pressures. Comparative in approach, this book offers lively discussion on the new social challenges faced in East Asia following the unprecedented scale of the recent global financial crisis. It reaches beyond policy descriptions to offer more systematic analyses of welfare restructuring in the region in relation to the fast changing global economic order. By examining the dynamics of welfare state restructuring both in terms of continuity and change, it explores intensified impacts of global restructuring of welfare and the nature of welfare state adaptation in the region.

Seminar paper from the year 2005 in the subject Sociology - Political Sociology, Majorities, Minorities, grade: A, University of Dalarna (Political Sociology), course: Restructuring the Welfare State, language: English, abstract: As health care is among the most personal issues, this is one reason why it is also among the most politically discussed as cost containment has become a priority of health care policy. Health care has consumed a large and growing portion of social spending in all advanced industrialised societies, particularly in the last decade. This cost explosion coincided with the global economic slowdown and worries about the fiscal viability of the welfare state. Reasons for escalating health care costs are, although to varying degrees, common to Western countries. The health care sector provides fertile ground for technological innovations that may prolong life but at considerable expense. Moreover, once these discoveries are made, it is extremely difficult for insurers or governments to limit their provision, as patients demand access to these treatments. Furthermore, the aging population of Western countries has direct consequences for health care because older persons are more likely to be in need of cost intensive treatment and/or care due to acute illness or chronic conditions. At the same time, birth rates are no longer balanced with increasing longevity, so that there will be fewer working age persons in the future to bear the financial requirements for elderly care. Governments and employers claimed that health care costs posed immediate and longterm problems and began to search for ways to address them. The ‘new politics of the welfare state’ – Pierson’s (1996) famous concept, which deals with welfare state reform in the face of changing demographic and tougher economic conditions – has also modified the position of diverse welfare state stakeholders. The actions and preferences of payers and the state are determined by the prevailing health care system as well as by the political system and whether it provides them an opportunity to influence health policies.

Published in 1998. Social provision in all European countries has faced increasing scrutiny during the 1990s. Focusing on gendered aspects of welfare state restructuring, each contributor examines the way in which the welfare state of his or her country has been restructed over the past decade, concentrating on services for elderly people and for children. Each chapter outlines the shifts in the mixed economy of welfare and describes the degree to which there has been greater decentralization moves towards a different style of public management or the introduction of market principles. The changes in the provision of services for elderly people and children is described for the same period. Finally, women's position as paid providers of services, as unpaid carers and as recipients of services is analyzed. This book investigates the idea that the move towards "marketization" in many countries is having a disproportionately detrimental effect on women whose leverage on the market tends to be weak.

Providing a new comparative analysis of the changes which have radically questioned the 'old' organizational arrangements of the delivery of welfare services since the early 1980s, this book argues that new managerial accountability regimes severely undermine the democratic foundations of the welfare state in Europe.
