From 1998 to 2005, six elections took place in postcommunist Europe that had the surprising outcome of empowering the opposition and defeating authoritarian incumbents or their designated successors. Valerie J. Bunce and Sharon L. Wolchik compare these unexpected electoral breakthroughs. They draw three conclusions. First, the opposition was victorious because of the hard and creative work of a transnational network composed of local opposition and civil society groups, members of the international democracy assistance community and graduates of successful electoral challenges to authoritarian rule in other countries. Second, the remarkable run of these upset elections reflected the ability of this network to diffuse an ensemble of innovative electoral strategies across state boundaries. Finally, elections can serve as a powerful mechanism for democratic change. This is especially the case when civil society is strong, the transfer of political power is through constitutional means, and opposition leaders win with small mandates.

What drives politics in dictatorships? Milan W. Svolik argues authoritarian regimes must resolve two fundamental conflicts. Dictators face threats from the masses over which they rule - the problem of authoritarian control. Secondly from the elites with whom dictators rule - the problem of authoritarian power-sharing. Democracy in Thailand is the result of a complex interplay of traditional and foreign attitudes. Although democratic institutions have been imported, participation in politics is deeply rooted in Thai village society. A contrasting strand of authoritarianism is present not only in the traditional culture of the royal court but also in the centralized bureaucracies and powerful armed services borrowed from the West. Both attitudes have helped to shape Thai democracy's specific character. This topical volume explores the importance of culture and the roles played by leadership, class, and gender in the making of Thai democracy. James Ockey describes changing patterns of leadership at all levels of society, from the cabinet to the urban middle class to the countryside, and suggests that such changes are appropriate to democratic government--despite the continuing manipulation of authoritarian patterns. He examines the institutions of democratic government, especially the political parties that link voters to the parliament. Political factions and the provincial notables that lead them are given careful attention. The failure to fully integrate the lower classes into the democratic system, Ockey argues, has been the underlying cause of many of the flaws of Thai democracy. Female political leadership, another imported notion, is better represented in urban rather than rural areas. Yet gender relations in villages were more equitable than at court, Ockey suggests, and these attitudes have persisted to this day. Successful women politicians from a variety of backgrounds have begun to overcome stereotypes associated with female leadership although barriers remain. After the collapse of the Soviet Union, it was assumed that liberal democracies would flourish worldwide. Instead, today authoritarian leaders are gaining power – from Trump’s US and Bolsonaro's Brazil to Orban's Hungary – while Russia and China have turned back towards their old, autocratic traditions. This book examines the origins and implications of this shift, and focusses especially on the longstanding coercion of poor people. As industrial employment, and now also many service jobs, are being replaced through technological innovations, state-subsidised, low-paid, insecure work is being enforced through regimes of benefits cuts and sanctions. Authoritarians are exploiting the divisions in the working class that this creates to stoke resentment against immigrants and poor people. The author identifies new social movements and policies (notably the Universal Basic Income) which could counter these dangers.

One theme that has emerged from the recent literature on political economy concerns the transition to democracy: why would dominant elites give up oligarchic power? This book addresses the fundamental question of democratic stability and the collapse of tyranny by considering a formal model of democracy and tyranny. The formal model is used to study elections in developed polities such as the United States, the United Kingdom, the Netherlands, Canada, and Israel, as well as complex developing polities such as Turkey. The key idea is that activist groups may offer resources to political candidates if they in turn adjust their polities in favor of the interest group. In polities that use a "first past the post" electoral system, such as the US, the bargaining between interest groups and candidates creates a tendency for activist groups to coalesce; in polities such as Israel and the Netherlands, where the electoral system is very proportional, there may be little tendency for activist coalescence. A further feature of the model is that candidates, or political leaders, like Barack Obama, with high intrinsic charisma, or valence, will be attracted to the electoral center, while less charismatic leaders will move to the electoral periphery. This aspect of the model is used to compare the position taking and exercise of power of authoritarian leaders in Portugal, Argentina and the Soviet Union. The final chapter of the book suggests that the chaos that may be induced by climate change and rapid population growth can only be addressed by concerted action directed by a charismatic leader of the Atlantic democracies.
