The traditional assumption today about race is that it is not political; that it has no political content and is a matter of individual beliefs and attitudes. In Race and the Politics of the Exception, Utz McKnight argues that race is in fact political and defines how it functions as a politics in the United States. McKnight organizes his book into three sections, beginning with a theoretical section about racial politics in the United States. Using theorists such as Benjamin, Agamben, and Schmitt, McKnight discusses how the idea of racial communities went from being constituted through the idea of racial sovereignty and a politics of the exception that defined blacks as the internal enemy, to being constitutionally defined through the institutions of racial equal opportunity. In the second section, McKnight further develops his critical race theory by exploring in more detail the social use of race today. It’s not the economy, stupid: How liberal politicians’ faith in the healing powers of economic growth—and refusal to address racial divisions—fueled reactionary politics across the South. From FDR to Clinton, charismatic Democratic leaders have promised a New South—a model of social equality and economic opportunity that is always just around the corner. So how did the region become the stronghold of conservative Republicans in thrall to Donald Trump? After a lifetime studying Southern politics, Anthony Badger has come to a provocative conclusion: white liberals failed because they put their faith in policy solutions as an engine for social change and were reluctant to confront directly the explosive racial politics dividing their constituents. After World War II, many Americans believed that if the edifice of racial segregation, white supremacy, and voter disfranchisement could be dismantled across the South, the forces of liberalism would prevail. Hopeful that economic modernization and education would bring about gradual racial change, Southern moderates were rattled when civil rights protest and federal intervention forced their hand. Most were fatalistic in the face of massive resistance. When the end of segregation became inevitable, it was largely driven by activists and mediated by Republican businessmen. Badger follows the senators who refused to sign the Southern Manifesto and rejected Nixon’s Southern Strategy. He considers the dilemmas liberals faced across the South, arguing that their failure cannot be blamed simply on entrenched racism. Conservative triumph was not inevitable, he argues, before pointing to specific false steps and missed opportunities. Could the biracial coalition of low-income voters that liberal politicians keep counting on finally materialize? Badger sees hope but urges Democrats not to be too complacent.

Liberalism is the political philosophy of equal persons - yet liberalism has refused equality to those it saw as sub-persons. Liberalism is the creed of fairness - yet liberalism has been complicit with European imperialism and African slavery. Liberalism is the classic ideology of Enlightenment and political transparency - yet liberalism has cast a dark veil over its actual racist past and present. In sum, liberalism's promise of equal rights has historically been denied to blacks and other people of color. In Black Rights/White Wrongs: The Critique of Racial Liberalism, political philosopher Charles Mills challenges mainstream accounts that ignore this history and its current legacy in self-conceived liberal polities today. Mills argues that rather than bracket as an anomaly the role of racism in the development of liberal theory, we should see it as shaping that theory in fundamental ways. As feminists have urged us to see the dominant form of liberalism as a patriarchal liberalism, so too Mills suggests we should see it as a racialized liberalism. It is unsurprising, then, if contemporary liberalism has yet to deliver on the recognition of black rights and the correction of white wrongs. These essays look at racial liberalism, past and present: "white ignorance" as a guilty ignoring of social reality that facilitates white racial domination; Immanuel Kant's role as the most important liberal theorist of both personhood and sub-personhood; the centrality of racial exploitation in the United States; and the evasion of white supremacy in John Rawls's "ideal theory" framing of social justice and in the work of most other contemporary white political philosophers. Nonetheless, Mills still believes that a deracialized liberalism is both possible and desirable. He concludes by calling on progressives to "Occupy liberalism!" and develop accordingly a radical liberalism aimed at achieving racial justice.

Noneconomists often think that economists' approach to race is almost exclusively one of laissez-faire. Racism, Liberalism, and Economics argues that economists' ideas are more complicated. The book considers economists' support of markets in relation to the challenge of race and race relations and argues that their support of laissez-faire has traditionally been based upon a broader philosophical foundation of liberalism and history: what markets have and have not achieved in the past, and how that past relates to the future. The book discusses the concepts of liberalism and racism, the history and use of these terms, and how that history relates to policy issues. It argues that liberalism is consistent with a wide variety of policies and that the broader philosophical issues are central in choosing policies. The contributors show how the evolution of racist ideas has been a subtle process that is woven into larger movements in the development of scientific thought; economic thinking is embedded in a larger social milieu. Previous discussions of policies toward race have been constrained by that social milieu, and, since World War II, have largely focused on ending legislated and state-sanctioned discrimination. In the late 1860s the U.S. federal government initiated the most abrupt transition from slavery to citizenship in the Americas. The transformation, of course, did not stick, but it did permanently alter the terms of American citizenship and initiated a century long struggle over the place of African Americans in the American polity. Southern Progressives, crucial in this account, were faced with a significant ideological challenge: how to reconcile their liberal principles with their commitments to racial hierarchy. The ideological work performed by Southern Progressives was instrumental to the establishment of white supremacist institutions in the heart of a putatively liberal democracy and illuminate how combinations of liberal and illiberal principles have affected the history of American political thought. In this work, Marek Steedman demonstrates how Southern Progressives combined commitments to liberal, even democratic, politics with equally strong commitments to the maintenance of racial hierarchy. He shows that there are systematic features of the traditions of liberal and republican thought, on the one hand, and ideologies of race, on the other, that facilitate their combination. Jim Crow Citizenship relates familiar developments in American state-building, legal development, and political thought to race, thus showing how race intertwines with these developments, often shaping them in decisive fashion.
