Political parties and civil society organizations are among the most important political actors in federal democracies. These bodies represent both the interests and political identities of people on an individual level; society-wide, they make demands on public institutions and provide support for political preferences. They are also key political actors themselves, functioning as intermediaries between citizens and governments. This fascinating comparative study of the interactions between political parties and civil society in federal systems sheds new light on how these interactions function, influence politics, and ultimately shape a society. Political parties are known to be vital forces in federal systems. Less well-understood is the role of civil-society institutions; the reason for this in part is that in many less developed federations, political parties may be robust but civil society is weak. Yet there has until now been little comparison of these institutions across federations. By selecting key issues, experts in eleven federal systems consider how these interactions work and how they may be game-changing. Each chapter provides an overview of its country's arrangements, institutions, and practices regarding political parties and civil society organizations. Chapters reveal how parties and civil society are embedded in an institutional setting as well as the organizational structures and the territorial dynamics of interest mediation. They also analyze the impact of parties and civil society on federal developments. This clearly written, well-edited collection will be accessible to interested citizens, political leaders, government practitioners, and students and faculty in institutions of higher education. It also provides insight into emerging trends for all these readers. The study concludes, for example, that federalism has proved to be a powerful weapon for opposition parties to challenge one-party hegemony, and that traditional party allegiances is declining across states. Another fascinating insight is new sectors that have been growing in many countries, sectors that focus such issues as citizens' rights, environmental protection, and gender equality. A vast majority of nation-states are multinational, multilingual, multireligious, and/or multicultural, and many of these are federations. Understanding the interactions between political bodies within these states helps us understand the twin trends of globalization and regionalization evident throughout today's world. This book was undertaken as a joint project of the Forum of Federations, an international network on federalism that seeks to strengthen democratic governance by promoting dialogue on the functioning of federalism, and the International Association of Centres for Federal Studies, an association of centres and institutes throughout the world that maintain a research and teaching focus on political systems that have federal features.

In Germany, political foundations (Stiftungen) play an important role in shaping civil society through political democracy education. The foundations, however, have also committed themselves to strengthening democratic political and societal structures abroad. Their joint mission abroad is the contribution to democratic structures, information and debate in the countries and regions they are working in. They complement the official German foreign policy, but choose their own priorities and strategies. The focus of this thesis is the German political foundations as actors in democracy assistance. 'Democracy assistance' focuses less on the aspects of technical assistance but much more on political parties and the promotion of civil society as the backbone of democracy. Democracy assistance is a relatively recent international development activity of governments and international organizations. In recent years the international community has come to realize the importance of political parties and a well-functioning political party system for the process of democratisation. Here the German political foundations are working internationally as actors in democracy assistance - independent from the German government but at the same time fully state-funded. The objectives of this dissertation are to understand the work and strategies of the German political foundations as actors in the context of democracy assistance abroad, research their partner spectrums on selected countries, to identify their short comings and to give an outlook of the foundations work in the future in the fast-changing global political environment.

State regulation of civil society is expanding yet widely contested, often portrayed as illegitimate intrusion. Despite ongoing debates about the nature of state-voluntary relations in various disciplines, we know surprisingly little about why long-lived democracies adopt more or less constraining legal approaches in this sphere, in which state intervention is generally considered contentious. Drawing on insights from political science, sociology, comparative law as well as public administration research, this book addresses this important question, conceptually, theoretically, and empirically. It addresses the conceptual and methodological challenges related to developing systematic, comparative insights into the nature of complex legal environments affecting voluntary membership organizations, when simultaneously covering a wide range of democracies and the regulation applicable to different types of voluntary organizations. Proposing the analytical tools to tackle those challenges, it studies in-depth the intertwining and overlapping legal environments of political parties, interest groups, and public benefit organizations across 19 long-lived democracies. After presenting an innovative interdisciplinary theoretical framework theorizing democratic states' legal disposition towards, or their disinclination against, regulating voluntary membership organizations in a constraining or permissive fashion, this framework is empirically tested. Applying Qualitative Comparative Analysis (QCA), the comparative analysis identifies three main 'paths' accounting for the relative constraints in the legal environments democracies have created for organized civil society, defined by different configurations of political systems' democratic history, their legal family, and voluntary sector traditions. Providing the foundation for a mixed-methods design, three ideal-typical representatives of each path - Sweden, the UK, and France - are selected for the in-depth study of these legal environments' long-term evolution, to capture reform dynamics and their drivers that have shaped group and party regulation over many decades.

Legislatures, the judiciary and civil society are important actors in representative democracies. In what ways and how well do they represent? And how effectively do they carry out their institutional and social roles? Both questions refer to the key dimensions of democracy analyzed in this book: representativeness and effectiveness, respectively.
