Political Rationale and International Consequences of the War in Libya focuses on the international intervention in Libya in 2011, and tries to answer two broad questions; (1) What was the political rationale for the various actors to proceed as they did in the lead-up and conduct of the military intervention in Libya?, (2) What are the consequences of the UN-authorized military intervention in Libya? R2P was the public raison d'être of the war, and an important legitimizing factor of the intervention. Still, the humanitarian situation was a necessary, but not in and by itself an adequate precondition for intervention. A number of factors coalesced to enable the intervention. While the humanitarian situation triggered the intervention, in reality a variety of national interests governed the approach by the various international actors, and more often than not, these motives were not rooted in the particular circumstances in Libya. The book offers a combination of unique perspectives. While the perspectives of the US, France, and the UK on the Libyan Crisis/War have been well documented, the Arabic and Scandinavian political and military dynamics have been much less so. While the perspectives of NATO, the UN, and R2P have been debated, the view from the Arab League and African Union (AU) have been less in focus. The volume redresses that imbalance and offers the most broad-ranging analysis yet of a key moment in recent international relations.

Between March and October 2011, a coalition of North Atlantic Treaty Organization (NATO) member states and several partner nations waged a war against Muammar Qaddafi's Libyan regime that stemmed and then reversed the tide of Libya's civil war, preventing Qaddafi from crushing the nascent rebel movement seeking to overthrow his dictatorship and going on to enable opposition forces to prevail. The central element of this intervention was a relatively small multinational force's air campaign operating from NATO bases in several countries, as well as from a handful of aircraft carriers and amphibious ships in the Mediterranean Sea. The study details each country's contribution to that air campaign, examining such issues as the limits of airpower and coordination among nations. It also explores whether the Libyan experience offers a potential model for the future.

Established in June 2014, New-Med is a research network of Mediterranean experts and policy analysts with a special interest in the complex social, political, cultural and security-related dynamics that are unfolding in the Mediterranean region. In 2011, NATO and a number of Arab and other countries backed a rebel overthrow of longstanding Libyan dictator Muammar Qaddafi. When Qaddafi was killed in October, the intervening powers abruptly wrapped up military operations. A small United Nations mission was given responsibility for coordinating post-conflict stabilization support. The essential tasks of establishing security, building political and administrative institutions, and restarting the economy were left almost entirely up to Libya's new leaders. The results of this very limited international approach have been lackluster at best. Libya has fallen behind on a number of critical post-conflict fronts, jihadist groups have made inroads, and there is still a possibility that this newly freed nation could once again collapse into civil war. Although Libya's fate is ultimately in the hands of Libyans themselves, international actors could have done more to help and could still take steps to avert further deterioration of Libya itself as well as the broader region. This report is based on research and interviews with officials in Washington, London, Paris, Brussels, and Tripoli and draws on existing RAND work on post-conflict reconstruction. It explains the challenges that Libya faced after the war, assesses the steps taken to overcome them, draws implications for future post-conflict efforts, and sketches a way forward in Libya itself.

Since 2011 the Libyan crisis has moved from being a domestic dispute to assuming increasing importance at the international level. Today it represents a crucial issue affecting global security. The intervention of external actors in the Libyan crisis was mainly driven by a desire to direct the transition towards outcomes that would best meet their own political and economic interests. Accordingly, each external player tried to support one specific faction, favoring either the Parliament in Tobruk, upheld by Khalifa Haftar, or the Presidential Council headed by Fayez al-Serraj in Tripoli, the latter being legitimized by the UN as well as by local militias in both Misrata and Tripoli. This report analyzes the troublesome re-building of Libya with a focus on the specific role played by international actors (neighboring and Gulf countries, European nations, Russia and the US) which make it more of an international rather than a domestic issue.

Small states are often believed to have been resigned to the margins of international politics. This book explores how imperialism has been evolving in the neoliberal era, with the aim of providing a systematic and integrative understanding of the inner dynamics and vulnerabilities of the contemporary imperialist system. Asking how it has been possible to sustain an imperialist system that fails to address the problems of unemployment, declining standards of living and globalizing conflicts, the author draws upon theoretical and empirical contributions from the current literature to further recent efforts at re-conceptualizing imperialism under the conditions of neoliberal globalization and advances a critique of the school of transnationalism in global political economy. The author puts forward that contemporary imperialism rests on a triangular structure composed of (a) economic imperialism, which is driven by a neoliberal logic of maximizing monopoly profits at massive societal costs; (b) military imperialism, which is shaped by the neoliberal transformation of the US military-industrial complex with the rise of private armies, the globalization of narcocapitalism, and the weaponization of Islamist terrorism and ethno-religious divides; and (c) cultural imperialism, which is led by the media- and nonprofit-corporate complexes, having weaponized the media and civil society in manufacturing popular consent. The book’s arguments are also extended to the current challenges of imperialism embodied in the rise of the BRICS, post-hegemonic forms of regional cooperation, and global popular resistance. As such, it will appeal to scholars of politics and sociology with interests in globalization, imperialism, capitalism, and global power.
