Excerpt from Political Reform by the Representation of Minorities When the compilation of the following pages was commenced the intention was first, to describe briefly the evils growing out of the present system of electing, by a majority or plurality of the votes cast in each district, single members to represent the people in it, in national, state or municipal legislative assemblies; second, to show that by increasing the size of or consolidating a number of the present districts and electing several members from each, by a system which would give minorities as well as majorities representation, at least some of these evils would be remedied; third, to give a very brief, simple, and as clear an explanation as possible of what is meant by minority, proportional or personal representation - as it has been called by different writers - then to collect from the various books and essays on the subject some of the most convincing arguments which have been advanced in favor of adopting some such method of electing representatives to our national, state, and municipal legislative bodies. In making such an explanation the practice which has prevailed in Illinois, for more than twenty years, of choosing the members of the House of Representatives in that State by a system of cumulative voting, afforded an object lesson from which the general principles of the simplest form of minority representation could be described and made obvious to those who are totally ignorant of the subject - and at least nineteen-twentieths of all who are ordinarily regarded as intelligent people are included in this class - more easily than in any other way. As the Illinois system was used as an illustration, it was thought readers would naturally ask how it has worked in practice. To answer this anticipated inquiry a method of getting information was adopted which has been used very successfully in various associations with which the writer has been connected, for making investigations relating to technical subjects. Questions of minority representation have long plagued the U.S. voting systems. The standard election often leaves political, racial, or ethnic minorities with little chance of being represented. Race-conscious districting remains the primary policy tool used for providing representation of racial and ethnic minorities in the United States--and it continues to generate tremendous conflict. Can alternatives to race-conscious, single-member districts offer benefits that extend beyond simply providing descriptive representations of minorities? This study examines one such "semi-proportional" representation election system: Cumulative Voting (CV). For over a decade, scores of local U.S. governments have been elected by Cumulative Voting. This provides us with the ability to examine the effects of CV elections over time. Moreover, the use of CV in the United States allows us to compare politics in places that adopted CV to highly similar places that did not. Electoral Reform and Minority Representation shares evidence that CV elections can produce minority representation that matches levels generated with the drawing of race-conscious "majority-minority" districting. It also offers evidence that the quality of democratic processes in CV communities is in several ways higher that those under districts. Given America's growing racial and ethnic diversity, and given successful legal challenges that limit the use of race-conscious districting Electoral Reform and Minority Representation suggests that Cumulative Voting may be a better way to achieve minority representation in U.S. politics.

Two experts on political representation, voting rights, and the election process debate the most pertinent issues of electoral reform and assess them in the context of the Founders' vision of representation and minority rights. Mark E. Rush and Richard L. Engstrom discuss the promises and pitfalls of electoral reform--specifically, the merits of converting from the traditional single-member district to some form of proportional representation. The authors examine the shortcomings of the existing methods of elections (such as gerrymandering, low turnout, voter apathy, and underrepresentation of minorities and women), debate the merits of converting to proportional representation, ask whether it would address the imperfections of the current system, and investigate the extent to which proportional representation adheres to the Founders' (particularly Madison's) plan for representation. With an introduction by esteemed political scientist Bruce E. Cain, this is an essential text for courses in voting rights and behavior, elections, and American political thought.

"Who gets elected? Who do they represent? What issues do they prioritize? Does diversity in representation make a difference? Race, Gender, and Political Representation thinks differently about identity politics in the United States. It is not about women's representation or minority representation; it is about how race and gender interact to affect the election, behavior, and impact of all individuals - raced women and gendered minorities alike. By putting women of color at the center of the analysis and re-evaluating traditional, one-at-a-time approaches to studying the politics of race or gender, the authors demonstrate what an intersectional approach to identity politics can reveal. With a wealth of original data on the presence, policy leadership, and policy impact of Black women and men, Latinas and Latinos, and white women and men in state legislative office in the late 20th and early 21st centuries, each chapter shows how the politics of race, gender, and representation are far more complex than recurring "Year of the Woman" frameworks suggest. An array of race-gender similarities and differences are evident in the experiences, activities, and accomplishments of these state legislators. Yet one thing is clear: the representation of those marginalized by multiple, intersecting systems of power and inequality is intricately bound to the representation of women of color"--
