Political Uncertainty, Violence and Hope in Uganda: A Personal Account demonstrates both the tumultuous and hopeful aspects of Uganda’s political history. Much as the first 20 years of Uganda’s independence saw politics of experimentation, intrigue, and lack of ethics, sliding the country into a journey of uncertainty and violence, the latter years saw hope and economic progress. The book first introduces the author, both as a civilian and a soldier. Chapter 2 examines Milton Obote’s social, economic, and military policies, and how they catapulted Idi Amin to power in 1971. Chapter 3 crystallizes Uganda’s political uncertainty and violence, which saw over 300,000 Ugandans murdered under Amin. Subsequent chapters describe the armed national efforts to depose Amin and Obote from power. These culminated in Museveni’s takeover from the Okello Junta in 1986. The Museveni takeover triggered a series of political oppositions and insurgencies that spanned almost 20 years. The NRA/NRM has since neutralized and defeated those insurgencies, ushering in unprecedented peace and hope that have seen Uganda recover from economic quagmire and political turmoil to a developing country. Uganda is now bracing for middle-income status, which ushers in the book’s last chapter: Is There Hope for Uganda?

Christianity, Politics and the Afterlives of War in Ugandasheds critical light on the complex and unstable relationship between Christianity and politics, and peace and war. Drawing on long-running ethnographic fieldwork in Uganda's largest religious communities, it maps the tensions and ironies found in the Catholic and Anglican Churches in the wake of war between the Lord's Resistance Army and the Government of Uganda. It shows how churches' responses to the war were enabled by their embeddedness in local communities. Yet churches' embeddedness in structures of historical violence made their attempts to nurture peace liable to compound conflict. At the heart of the book is the Acholi concept of anyobanyoba, 'confusion', which depicts an experienced sense of both ambivalence and uncertainty, a state of mixed-up affairs within community and an essential aspect of politics in a country characterized by the threat of state violence. Foregrounding vulnerability, the book advocates 'confusion' as an epistemological and ethical device, and employs it to meditate on how religious believers, as well as researchers, can cultivate hope amid memories of suffering and on-going violence.

Parliamentary Democracy in Uganda: The Experiment that Failed explores Uganda's malaise of armed dissidents, repression of political parties, military adventurism in neighboring countries, grinding poverty in the countryside and political uncertainty arising from accumulated failure of successive regimes to cultivate a culture of peaceful transfer of power. In light of this, the democratization process envisaged at the time of independence has been frustrated. The author sets out to unravel the cause of that frustration and impasse by tracing the beginning of Uganda's political institutions, particularly the central government organs established in the last century. The new institutions and political organs were basically designed to forge Uganda ahead as a united and stable nation. An attempt is made to critically examine the foundations upon which these institutions were built. It is argued that the institutions were laid under a hostile environment of political diversity and multicultural heritage without an inbuilt balancing mechanism. Accordingly the book recounts the difficult process of nation building undertaken in Uganda, with particular emphasis on the problems encountered in reconciling the new political institutions with the entrenched conservative traditional institutions in the South of the country (the Buganda Agreement of 1900 and other agreements with the kingdoms of Ankole, Tooro and Bunyoro). The author acknowledges the contribution made by the leaders of various political parties towards the task of nation building. It was a task undertaken amidst forces of feudalism and religious animosity. They were men and women of extraordinary foresight who had a clear vision of a new independent Uganda curved out of peoples of diverse cultural backgrounds. This book provides yet another vision of the future and suggests ideas of how to overcome the political impasse that has bedeviled the country since independence.

Autocratization in Contemporary Uganda analyses two interrelated outcomes: autocratisation, manifest in the deepening of personalist rule or Musevenism, and the regime resilience that has made Museveni one of Africa's current-longest surviving rulers. How has this feat been possible, and what has been the trajectory of Museveni's increasingly autocratic rule? Surveying that trajectory since 1986, the book takes as its primary focus the years since 2005; bringing to the fore the 'autocratic turn', placing it within a broader comparative lens, and enriching it with comparative references to cases outside of Uganda. While positing the notion of 'autocratic adaptability' as a defining hallmark of Museveni's rule, the book examines the factors and forces that have made that adaptability possible, analysing the dynamics around three keys themes: institutions, resources, and coalitions. Through empirical research, each chapter seeks to demonstrate how either one or two of these three variables have functioned in propelling autocratization and assuring regime resilience - producing theoretical and and comparative implications that reach beyond Uganda.

The fact that women have achieved higher levels of political inclusion within low- and middle-income countries has generated much speculation about whether this is reaping broader benefits in tackling gender-based inequalities. This book uncovers the multiple political dynamics that influence governments to adopt and implement gender equity policies, pushing the debate beyond simply the role of women’s inclusion in influencing policy. Bringing the politics of development into discussion with feminist literature on women's empowerment, the book proposes the new concept of ‘power domains’ as a way to capture how inter-elite bargaining, coalitional politics, and social movement activism combine to shape policies that promote gender equity. In particular, the book investigates the conditions under which countries in sub-Saharan Africa and South Asia have adopted legislation against domestic violence, which remains widespread in many developing countries. The book demonstrates that women’s presence in formal politics and policy spaces does not fully explain the pace in adopting and implementing domestic violence law. Underlying drivers of change within broader domains of power also include the role of clientelistic politics and informal processes of bargaining, coalition-building, and persuasion; the discursive framing of gender-equitable ideas; and how transnational norms influence women’s political inclusion and gender-inclusive policy outcomes. The comparative approach across Uganda, Rwanda, South Africa, Ghana, India, and Bangladesh demonstrates how advancing gender equality varies by political context and according to the interests surrounding a particular issue. Negotiating Gender Equity in the Global South will be of interest to students and scholars of gender and development, as well as to activists within governments, political parties, nongovernmental organizations, women’s movements, and donor agencies, at national and international levels, who are looking to develop effective strategies for advancing gender equality.
