How do people respond to a state that is violent towards its own citizens? In State, Violence, and Legitimacy in India, this question is addressed through insights offered by ethnographic explorations of everyday policing in Delhi and the anti-insurgency measures of the Indian army in Lakhipathar village in Assam. Battling the dominant understanding of the inverse connect between state legitimacy and use of violence, Santana Khanikar argues that use of violence does not necessarily detract from the legitimacy of the modern territorial nation-state. Based on extensive research of two sites, the book develops a narrative of how two facets of state violence, one commonly understood to be for routine maintenance of law and order and the other to be of extraordinary need for maintaining unity and integrity of the nation-state, often produce comparable responses. The book delves into the debates surrounding state–citizen relationship in India, while critically engaging with dominant notions of state legitimacy and its relation with use of violence by the state.

Political violence has remained an integral part of South Asian society for decades. The region has witnessed and continued to encounter violence for achieving political objectives from above and from below. Violence is perpetrated by the state, by non-state actors, and used by the citizens as a form of resistance. Ethnic insurgency, religion-inspired extremism, and ideology-driven hostility are examples of violent acts that have emerged as challenges to the states which have responded with violence in the form of civil war and through violations of human rights disregarding international norms. This book explores various dimensions of political violence in South Asia, namely in Bangladesh, India, Nepal, Pakistan, and Sri Lanka. Each chapter either speaks to an important aspect of the political violence or provides an overall picture of the nature and scope of political violence in the respective country. Political violence is understood in the larger sense of political, that is, above and beyond institutions, and also as an integral part of social relationships where social norms and the role of individual agency play seminal roles. In Violence of Democracy Ruchi Chaturvedi tracks the rise of India’s divisive politics through close examination of decades-long confrontations in Kerala between members of the Communist Party of India (Marxist) and supporters of the Hindu nationalist Rashtriya Swayam Sevak Sangh and the Bharatiya Janata Party. Drawing on ethnographic fieldwork and extensive archival research, Chaturvedi investigates the unique character of the conflict between the party left and the Hindu right. This conflict, she shows, defies explanations centering religious, caste, or ideological differences. It offers instead new ways of understanding how quotidian political competition can produce antagonistic majoritarian communities. Rival political parties mobilize practices of disbursing care and aggressive masculinity in their struggle for electoral and popular power, a process intensified by a criminal justice system that reproduces rather than mitigating violence. Chaturvedi traces these dynamics from the late colonial period to the early 2000s, illuminating the broader relationships between democratic life, divisiveness, and majoritarianism.
