"Between 1962 and 1971, the Centro Latinoamericano de Altos Estudios Musicales (CLAEM) of the Di Tella Institute in Buenos Aires became the central hub of Latin American avant-garde music. With the support of the Rockefeller Foundation and the wealthy Di Tella family, CLAEM offered two-year fellowships to some of the most recognized young composers of the region to undertake graduate studies in a unique privileged setting under the direction of Alberto Ginastera and with permanent and visiting faculty that included Gerardo Gandini, Francisco Kröpfl, Mario Davidovsky, Iannis Xenakis, Luigi Nono, Aaron Copland, Luigi Dallapiccola, Bruno Maderna, Riccardo Malipiero, Olivier Messiaen, Roger Sessions, and Earle Brown. In Elite Art Worlds, author Eduardo Herrera combines oral histories, ethnographic research, and archival sources to reveal CLAEM as a meeting point of US and Argentine philanthropy, local experiences in transnational currents of artistic experimentation and innovation, and regional discourses of musical Latin Americanism. The story of CLAEM shows how musical avant-gardes were articulated, embodied, resignified, and institutionalized in Latin America, how composers during the 1960s engaged with discourses of Latin Americanism as professional strategy, identification marker, and musical style, and sheds light into the role of art in the legitimation and construction of elite status and identity. Scholars and policymakers have long known that there is a strong link between human development and spending on key areas such as education and health. However, many states still neglect these considerations in favour of competing priorities, such as expanding their armies. This book examines how states arrive at these decisions, analysing how democratic accountability influences public spending and impacts on human development. The book shows how the broader paradigm of democratic accountability – extending beyond political democracy to also include bureaucratic and judicial institutions as well as taxation and other modes of resource mobilisation – can best explain how states allocate public resources for human development. Bringing together an expert group of established and emerging scholars, this book analyses the pervasive myth of the 'new man' in various fascist movements and far-right regimes between 1919 and 1945. Through a series of ground-breaking case studies focusing on countries in Europe, but with additional chapters on Argentina, Brazil and Japan, The "New Man" in Radical Right Ideology and Practice, 1919-45 argues that what many national forms of far-right politics understood at the time as a so-called 'anthropological revolution' is essential to understanding this ideology's bio-political, often revolutionary dynamics. It explores how these movements promoted the creation of a new, ideal human, what this ideal looked like and what this things tell us about fascism's emergence in the 20th century. The years after World War One saw the rise of regimes and movements professing totalitarian aims. In the case of revolutionary, radical-right movements, these totalising goals extended to changing the very nature of humanity through modern science, propaganda and conquest. At its most extreme, one of the key aims of fascism – the most extreme manifestation of radical right politics between the wars – was to create a 'new man'. Naturally, this manifested itself in different ways in varying national contexts and this volume explores these manifestations in order to better comprehend early 20th-century fascism both within national boundaries and in a broader, transnational context.
