Arguably no nation is as closely associated with the term morale as Great Britain. Yet this concept that seems so innate to the British people was carefully cultivated within many spheres of modern national life. In this first critical history of morale, Daniel Ussishkin asks how is it that modern Britons have come to regard morale as a category of conduct, vital for the success of collective effort in war and peace, and a mark of good, modern, and human managerial practice, appropriate for a democratic age. He narrates the intellectual, cultural, and institutional history of morale in modern imperial Britain: its emergence as a new concept during the long nineteenth century, its changing meanings and significations, and the social and political goals those who discussed, observed, or managed morale sought to achieve. Formalized as a new military disciplinary problem during the long nineteenth century, morale came to permeate nearly every civilian sphere of life during the era of the two world wars as a new way of managing human conduct. This book traces how it gradually emerged from a problem that was regarded as residual at best to one that was seen as the epitome of proper managerial practice, its institutional manifestations and promotion by myriad organizations and the social-democratic state, and its emergence as a potent political concept from Britain's social-democratic moment until the ascendancy of the New Right. Daniel Ussishkin's Morale tells the history of concept central to the management of war, business, and civic society not just in Britain but in modern culture writ large.

Contemporary Western war is represented as enacting the West's ability and responsibility to help make the world a better place for others, in particular to protect them from oppression and serious human rights abuses. That is, war has become permissible again, indeed even required, as ethical war. At the same time, however, Western war kills and destroys. This creates a paradox: Western war risks killing those it proposes to protect. This book examines how we have responded to this dilemma and challenges the vision of ethical war itself, exploring how the commitment to ethics shapes the practice of war and indeed how practices come, in turn, to shape what is considered ethical in war. The book closely examines particular practices of warfare, such as targeting, the use of cultural knowledge, and ethics training for soldiers. What emerges is that instead of constraining violence, the commitment to ethics enables and enhances it. The book argues that the production of ethical war relies on an impossible but obscured separation between ethics and politics, that is, the problematic politics of ethics, and reflects on the need to make decisions at the limit of ethics.

In the seminal Just and Unjust Wars, Michael Walzer famously considered the ethics of modern warfare, examining the moral issues that arise before, during, and after conflict. However, Walzer and subsequent scholars have often limited their analyses of the ethics of combat to soldiers on the ground and failed to recognize the moral responsibilities of senior political and military leaders. In Just War Reconsidered: Strategy, Ethics, and Theory, James M. Dubik draws on years of research as well as his own experiences as a soldier and teacher to fill the gaps left by other theorists. He applies moral philosophy, political philosophy, and strategic studies to historical and contemporary case studies to reveal the inaccuracies and moral bankruptcy that inform some of the literature on military ethics. Conventional just war theory adopts a binary approach, wherein political leaders have moral accountability for the decision to go to war and soldiers have accountability for fighting the war ethically. Dubik argues, however, that political and military leadership should be held accountable for the planning and execution of war in addition to the decision to initiate conflict. Dubik bases his sober reassessment on the fundamental truth that war risks the lives of soldiers and innocents as well as the political and social health of communities. He offers new standards to evaluate the ethics of warfare in the hope of increasing the probability that the lives of soldiers will not be used in vain and the innocent not put at risk unnecessarily.
