International trade liberalization historically has taken many organizational forms--unilateral, bilateral, minilateral, and multilateral. Given the proliferation of normative views about which of these should be pursued, economists and political scientists have devoted surprisingly little attention to the reasons for the observed variation in the chosen forms. This book is the first to develop a single theoretical framework to account for past liberalization practices and also to anticipate ongoing changes in the international organization of trade policy. Growing out of a multidisciplinary effort combining economics, politics, organization, and law, the book's strategic organizational approach will interest students of trade, international relations, or institutional arrangements. Central to the strategic organizational approach is the view that organizational variety reflects alternate governance structures used to facilitate and enforce agreements. Openness in the international economy happens when countries employ the commercial policies needed to mould free trade into an outcome that serves their national interests. With this conclusion, John Kroll challenges previous attempts to explain movements between free trade and economic closure solely in terms of domestic politics, international distributions of power, or market crises. He demonstrates that the final outcome of economic cooperation or conflict is more complex, determined both by the anarchical structure of international politics and by the policies nations employ to cope with that anarchy. Establishing a theoretical framework that links commercial policies to systemic outcomes, Kroll is able to offer a unique solution to the current debates over trade policy. He takes the major elements of that debate such as calls for aggressive reciprocity, enhanced multilateralism, and expanded trading blocs and establishes how and why each of these policies can influence the stability or instability of free trade systems. Kroll reviews how the GATT has enhanced free trade in the past by institutionalizing some of those policies and explains how GATTs failure to implement other policies will leave it ill equipped to handle future challenges. Kroll combines trade theory and recent works on anarchical cooperation, thereby responding to two recent admonitions in the international relations literature: He eschews ad hoc hypotheses in favor of ones derived from deductive models, and he moves game theory analysis beyond modelling and into the derivation of falsifiable propositions. In the latter book chapters, the author tests his proposition against a case study of British and German behavior during the collapse of free trade in the late nineteenth century.

Considerable attention has recently been focused on the importance of social networks and business culture in reducing transaction costs, both in the pre-industrial period and during the nineteenth century. This book brings together twelve original contributions by scholars in the United Kingdom, continental Europe, and North America which represent important and innovative research on this topic. They cover two broad themes. First, the role of business culture in determining commercial success, in particular the importance of familial, religious, ethnic and associational connections in the working lives of merchants and the impact of business practices on family life. Second, the wider institutional and political framework for business operations, in particular the relationship between the political economy of trade and the cultural world of merchants in an era of transition from personal to corporate structures. These key themes are developed in three separate sections, each with four contributions. They focus, in turn, on the role of culture in building and preserving businesses; the interplay between institutions, networks and power in determining commercial success or failure; and the significance of faith and the family in influencing business strategies and the direction of merchant enterprise. The wider historiographical context of the individual contributions is discussed in an extended introductory chapter which sets out the overall agenda of the book and provides a broader comparative framework for analysing the specific issues covered in each of the three sections. After the end of World War II, the United States, by far the dominant economic and military power at that time, joined with the surviving capitalist democracies to create an unprecedented institutional framework. By the 1980s many contended that these institutions--the General Agreement on Tariffs and Trade (now the World Trade Organization), the World Bank, and the International Monetary Fund--were threatened by growing economic nationalism in the United States, as demonstrated by increased trade protection and growing budget deficits. In this book, Robert Gilpin argues that American power had been essential for establishing these institutions, and waning American support threatened the basis of postwar cooperation and the great prosperity of the period. For Gilpin, a great power such as the United States is essential to fostering international cooperation. Exploring the relationship between politics and economics first highlighted by Adam Smith, Karl Marx, and other thinkers of the eighteenth and nineteenth centuries, Gilpin demonstrated the close ties between politics and economics in international relations, outlining the key role played by the creative use of power in the support of an institutional framework that created a world economy. 'Peace' is often simplistically assumed to be war's opposite, and as such is not examined closely or critically idealized in the literature of peace studies, its crucial role in the justification of war is often overlooked. Starting from a critical view that the value of 'restoring peace' or 'keeping peace' is, and has been, regularly used as a pretext for military intervention, this book traces the conceptual history of peace in nineteenth century legal and political practice. It explores the role of the value of peace in shaping the public rhetoric and legitimizing action in general international relations, international law, international trade, colonialism, and armed conflict. Departing from the assumption that there is no peace as such, nor can there be, it examines the contradictory visions of peace that arise from conflict. These conflicting and antagonistic visions of peace are each linked to a set of motivations and interests as well as to a certain vision of legitimacy within the international realm. Each of them inevitably conveys the image of a specific enemy that has to be crushed in order to peace being installed. This book highlights the contradictions and paradoxes in nineteenth century discourses and practices of peace, particularly in Europe.
