The Politics of the Periphery in Indonesia is a thought-provoking examination of local politics and the dynamics of power at Indonesia's geographic and social margins. After the fall of Suharto in 1998 and the introduction of a policy of decentralization in 2001, local stakeholders secured and consolidated decision-making power, and set about negotiating new relations with Jakarta. The volume deals with power struggles and local-national tensions, looking among other things at resource control, the historical roots of regional identity politics, and issues relating to Chinese-Indonesians. Many analysts initially believed that the process of Soviet disintegration would inevitably open a Pandora's box of ethnic nationalism and regional self-determination. But, despite obvious setbacks such as Chechnya, the developments of the last decade have shown that while forces of disintegration remain a very real threat, the fifteen successor states have managed to stay largely intact. One explanation for this somewhat unexpected success is the varied strategies of center-periphery relations adopted by the post-Soviet states, tailored to meet the unique of circumstances faced by each former republic of the Soviet Union. The contributors to this up-to-date volume examine the specific cases of success and failure in center-periphery relations in the former USSR, and offer some provocative overall conclusions about the progress made and the impact on the process of democratization. The cases examined in this volume are drawn from Russia, Lithuania, Ukraine, Uzbekistan, among others. These case studies demonstrate that realtions between national and local governments have been evolving differently in each of the successor states in the but in each case there has been a conscious attempt to create stacble center-periphery relations, which give a degree of autonomy to minority groups while still providing for a stable state and democratic development. Pathways from the Periphery is an innovative interpretation of the development of the newly industrializing countries (NICs) which now dominate Third World industry and manufacturing trade. While such countries as Brazil and Mexico have achieved industrialization through strategies intended to foster self-reliance, the East Asian NICs--South Korea, Taiwan, Hong Kong, and Singapore--have grown rapidly through an aggressive policy promoting the export of manufactured goods. Stephan Haggard provides the first comprehensive comparison of the politics of industrialization in these East Asian and Latin American countries and offers new evidence on current issues in comparative political economy, including the implications of different growth paths for dependency, equity, and democracy. Recognizing the influence on development strategies of external shocks--such as depression, war, and reduced access to foreign capital--Haggard emphasizes the importance of domestic political institutions for economic decision-making. The East Asian NICs are characterized by close but regulated business-government alliances, weak labor movements, and politically insulated and administratively capable states: factors, Haggard shows, that have facilitated flexible and coherent industrial policies. He argues that "domestic" policy choices can shape the external constraints states face. The author considers in detail why Latin America's long-standing efforts to achieve self-reliance have ironically resulted in a dependence on international capital greater than that of the East Asian countries. Addressing a long-standing debate on the relationship between industrialization strategy and regime type, Haggard carefully assesses the connection between growth and democratic politics. Despite their authoritarian growth models the Asian NICs have, he observes, achieved greater equity than their Latin American counterparts. Although the "success" of export-led growth has in the past been associated with authoritarian rule, Haggard argues that no compelling theoretical reasons preclude democratic governments from achieving strong economic performance. Breaking new ground in theoretical inquiry and empirical research, Pathways from the Periphery will be welcomed by political economists, scholars and students of comparative politics, historians of Asian and Latin American public policy, and others concerned with the challenge of economic development.

What is the role of memories for the expansion of international society? By drawing on the English School approach to International Relations this edited volume argues that the memories of empire and suzerainty are key to understanding sociological aspects of the expansion of anarchical society. The expert contributors adopt a socio-historic conceptualization of entry into international society, aiming to move beyond the legalist analysis, and also explore the impact of identity-constructions and collective memories on the expansion of international society. Empirically, the volume investigates the entry into international society of Belarus, Bulgaria, Greece, Poland, Serbia, Slovakia and Romania and studies memories that they activated along the way. While these memoires of bygone polities were used by state builders to make sense of international society and legitimise claims of the new entrants, they inadvertently also generated tensions and anxieties, which in many ways persist until this day. Both the theoretical angle and the empirical material presented in this volume are novel additions to the growing body of knowledge in historical International Relations. "In the 1990s, Yugoslavia, which had once been a role model for development, became a symbol for state collapse, external intervention and post-war reconstruction. Today the region has two international protectorates, contested states and borders, severe ethnic polarisation and minority concerns. In this first in-depth critical analysis of international administration, aid and reconstruction policies in Kosovo, Jens Stilhoff Sorensen argues that the region must be analysed as a whole, and that the process of state collapse and recent changes in aid policy must be interpreted in connection to the wider transformation of the global political economy and world order.
