Best known for his two-year sojourn at Walden Pond in Massachusetts, Henry David Thoreau is often considered a recluse who emerged from solitude only occasionally to take a stand on the issues of his day. Soviet foreign policy changed dramatically in the 1980s. The shift, bitterly resisted by the country's foreign policy traditionalists, ultimately contributed to the collapse of the Soviet Union and the end of the Cold War. In Changing Course, Sarah Mendelson demonstrates that interpretations that stress the impact of the international system, and particularly of U.S. foreign policy, or that focus on the role of ideas or politics alone, fail to explain the contingent process of change. Mendelson tells a story of internal battles where "misfit" ideas--ones that severely challenged the status quo--were turned into policies. She draws on firsthand interviews with those who ran Soviet foreign policy and the war in Afghanistan and on recently declassified material from Soviet archives to show that both ideas and political strategies were needed to make reform happen. Focusing on the Soviet decision to withdraw from Afghanistan, Mendelson details the strategies used by the Gorbachev coalition to shift the internal balance of power in favor of constituencies pushing new ideas--mutual security, for example--while undermining the power of old constituencies resistant to change. This book shows how the flawed orientation forming Immanuel Kant’s philosophical project is the same from which the discipline of International Relations (IR) becomes possible and appears necessary. Tracing how core problems in Kant’s thought are inescapably reproduced in IR, this book demonstrates that constructive critique of IR is impossible through mere challenge to its Kantian traditions. Lebanon experienced serious instability and ethno-national conflict following the Syrian withdrawal in 2005, compounded by the Arab Spring, which led to regional instability and civil war in Iraq and Syria. Why did consociational democracy fail? Was failure inevitable? What impact could external powers play in creating an environment where consociationalism might be successfully implemented? This book addresses these key questions and provides a comprehensive analysis of how internal and external elite relations influence the chances of a successful regulation of ethno-national conflict through power-sharing. Exploring the roles played by Syria, Qatar, Iran, Saudi Arabia, the United States and France, it argues that external actors in the Lebanese conflict largely determined whether power-sharing was successfully established and shows that the consociational democratic model cannot provide long-term conflict regulation in their absence. The author argues that relationships between internal and external actors determine the prospects for successful conflict regulation and pinpoints the crucial role of the external forces in the creation of power-sharing agreements in Lebanon concluding that future success is dependent on the maintenance of positive, exogenous pressures. This book will be of key interest to students and scholars studying politics, international relations, and Middle East studies.
