Nationalism and patriotism are two of the most powerful forces shaping world history. Though seen by many as two sides of the same coin, they have developed widely different connotations. Nationalism is increasingly seen as destructive, and at the root of the world's bloodiest conflicts; patriotism seems something more benign, a political virtue. How are we to mark the distinction between these two phenomena? How can we rescue patriotism from the tainted grasp of nationalism? Reconstructing the historical the meaning of the terms, Maurizio Viroli shows how the two concepts have been used within specific cultural and ideological contexts. He reviews the political though of Italy, England, and Germany and shows how patriotism and nationalism have fundamentally different roots. Professor Viroli concludes that it is morally unacceptable, and indeed unnecessary, to be a nationalist to defend the values that nationalists hold dear. Patriotism, however, is a valuable source of civic responsibility.

It is generally assumed that the language of patriotism and national identity belongs to the political right, but the emergence of socialism in the 1880s shows clearly that the left also drew on such ideas in its formative years to legitimate a particular form of socialism, one presented as a restoration of an English past lost to industrial capitalism. The First World War dealt a severe blow to this radical patriotism: though the anti-war left continued to use radical patriotic language in the early years, the war degraded patriotism generally, while the Russian Revolution gave internationalism a new focus, and also threatened the dominant concept of British socialism. Moderate Labour sought to prove their fitness to govern, and concentrated on the `national interest' rather than oppositional Englishness, while the left of the movement looked to Soviet Russia rather than the English past for models for a future socialist society. This is the first comprehensive analysis of late eighteenth-century Irish patriot thought and its development into 1790s radical republicanism. The book is a history of the rich political ideas and languages that emerged from the tumultuous events and colourful individuals of this pivotal period in Irish history. Patriots, radicals, and republicans played key roles in the movements for free trade, legislative independence, parliamentary reform, Catholic relief and independence from Britain; and many of their ideas helped precipitate the rebellion in 1798. Stephen Small explains the ideological background to these issues, sheds new light on the origins of Irish republicanism, and places late eighteenth-century Irish political thought in the wider context of British, Atlantic, and European ideas. Dr Small argues that Irish patriotism, radicalism, and republicanism were constructed out of five key political 'languages': Protestant superiority, ancient constitutionalism, commercial grievance, classical republicanism, and natural rights. These political languages, which were Irish dialects of languages shared with the English-speaking and European world, combined in the late 1770s to construct the classic expression of Irish patriotism. This patriotism was full of contradictions, containing the seeds of radical reform, Catholic emancipation, and republican separatism - as well as a defence of Protestant Ascendancy. Over the next two decades, the American and French Revolutions, the reform movement, popular politicization, Ascendancy reaction, and Catholic political revival disrupted and transformed these languages, causing the fragmentation of a broad patriot consensus and the emergence from it of radicalism and republicanism. These developments are explained in terms of tensions and interactions between Protestant assumptions of Catholic inferiority, the increasing popularity of natural rights, and the enduring centrality of classical republican concepts of virtue to all types of patriot thought.

Current territorial disputes between the Northeast Asian countries have stimulated a resurgence of bellicose nationalism, and threaten to upset recent efforts to achieve regional cooperation and economic integration in East Asia. Alongside this, debates over pre-1945 Japanese wartime atrocities, aggravated by still unresolved territorial disputes between Japan and its neighbours have triggered diplomatic conflicts in Japanese-South Korean relations, virulent anti-Japanese protests in China, and a dramatic increase of right-wing nationalism in Japan. Many have perceived these phenomena as inevitable corollaries, inasmuch as they regard the Northeast Asian countries as historically homogeneous and nationalistic states, and have begun to question the feasibility of the post-Cold War efforts to replace nationalism with a moderate version of civic solidarity. This book contributes to the debates surrounding patriotism and nationalism in Northeast Asia, and investigates the feasibility of non-ethnocentric patriotism in countries across the region. In doing so, it highlights the differences between Asian and Western concepts of republican patriotism via theoretical discussions of the evolving discourses on nationalism, patriotism, democracy and civic solidarity. The chapters combine theoretical discussion with historical case studies such as modern state building in late Qing Dynasty; nineteenth century Japanese political thought; and the twentieth century Korean independence movement. In turn, the contributors explore the possibilities for republican patriotism in contemporary Northeast Asia, with a focus on the Chinese term minzu, and the possibilities it holds for an alternative configuration of national identity in the age of globalization; Maruyama Masao’s theories of nationalism in Japan; the National Security Law in South Korea, and the impact it has had on the country’s political culture; and the Taiwanese movement for self-governance.
