This publication has been prepared on the occasion of the sixtieth (60th) anniversary of IPA Section the Netherlands, the Dutch branch of the International Police Association. It focuses on a range of studies centrally related to crime in a digitized society. The volume concentrates on policing and fighting crimes in a digital era. It provides several options and recommendations for implementing strategies that will allow the Dutch police to adapt to the quick changes in this field. The book provides an overall view of outcomes of recent cybercrime studies in the Netherlands and their implications for (inter)national police organisations. It is aimed primarily at the members of the IPA, but may also provide useful information for Police Academy students and police personnel who are involved in tackling cybercrime. There is an increase of digital (ICT) components in traditional crimes. Hacking is now one of the top crimes in the Netherlands.The studies in this volume suggest that it is wise to enhance public private partnership, expand international collaboration and invest in police education. It is important to note that the digitization is never complete. The police is advised to closely examine and readjust their strategy where needed and take into account a change in police clientele. Although this volume provides some answers, new questions also emerge. More research is needed to grasp what is happening in this fast-changing digital world. The IPA provides a large international network that is suitable for the exchange of knowledge, working methods and best practices. Internet makes our world smaller and the playing field of criminals much larger. Cybercrime is a global phenomenon. This book focuses on the vulnerabilities of state and local services to cyber-threats and suggests possible protective action that might be taken against such threats. Cyber-threats to U.S. critical infrastructure are of growing concern to policymakers, managers and consumers. Information and communications technology (ICT) is ubiquitous and many ICT devices and other components are interdependent; therefore, disruption of one component may have a negative, cascading effect on others. Cyber-attacks might include denial of service, theft or manipulation of data. Damage to critical infrastructure through a cyber-based attack could have a significant impact on the national security, the economy, and the livelihood and safety of many individual citizens. Traditionally cyber security has generally been viewed as being focused on higher level threats such as those against the internet or the Federal government. Little attention has been paid to cyber-security at the state and local level. However, these governmental units play a critical role in providing services to local residents and consequently are highly vulnerable to cyber-threats. The failure of these services, such as waste water collection and water supply, transportation, public safety, utility services, and communication services, would pose a great threat to the public. Met het begrip ‘legitimiteit van de politie’ wordt de mate van vertrouwen die burgers in de politie hebben en het gezag dat zij aan deze organisatie toekennen, uitgedrukt. Het begrip kent feitelijke elementen (zowel vertrouwen hebben in, accepteren van, als betrouwbaar beoordelen) en normatieve elementen (vinden dat de politie functioneert zoals het hoort en gerechtvaardigd optreedt). Een politie die een grote mate van legitimiteit kent, wordt beter gehoorzaamd en hoeft minder gewelds- en machtsmiddelen in te zetten omdat ze kan volstaan met overtuigen. Er is de politie dan ook veel aan gelegen te zorgen dat ze legitiem functioneert. In dit themanummer gaan we in op de legitimiteit van politie in het algemeen: hoe is het gesteld met de legitimiteit van de politie in België en Nederland? Hoe is de legitimiteitstoekenning gespreid over delen van de bevolking? De politie kampt met verantwoordingsoverlast, constateert de Nederlandse Commissie Evaluatie Politiewet 2012. Zij beveelt daarom aan om het aantal verantwoordings- en toezichtprocessen te beperken en daar ritme en structuur in aan te brengen. Het voorgestelde toezicht komt zo in het verlengde te liggen van het bestuur en beleid. Dat is problematisch: dit toezicht is immers niet onafhankelijk en hoeft niet op te komen voor het publieke belang. Bij de Nederlandse politie lijkt onafhankelijk extern toezicht te ontbreken.
