Die Vereinigten Staaten von Amerika sind nicht analog dem antiken Rom und ein Vergleich ist keine Gleichstellung. Vielmehr geht ein wissenschaftlicher Vergleich zunächst von der inhaltlichen Verschiedenartigkeit der beobachteten Objekte aus, bevor er überhaupt in der Lage ist, Parallelen nachzuweisen. In dieser Arbeit sollen die außenpolitischen Inhalte des politischen Systems der USA hinsichtlich des Iraks untersucht werden. Der Zeitrahmen reicht dabei vom 11.September 2001 bis zum 1. Mai 2003, also von den Terroranschlägen auf New York und Washington bis zum offiziellen Ende der Hauptkampfhandlungen des Irak-Krieges. Die dortigen zu findenden politischen Inhalte stehen im Vergleich zu den außenpolitischen Inhalten der Römischen Republik hinsichtlich Makedonien. Hierbei liegt das Augenmerk auf den Jahren 202 bis 197 v. Chr., also vom Ende des Zweiten Punischen Krieges bis zum Ende des Zweiten Makedonischen Krieges. Vor allem geht es dabei um die verfolgten Policies, die im Vorfeld der beiden Kriege zu deren jeweiliger Entstehung beitrugen. Anschließend an diese Einleitung wird zuerst auf die Konzeption und die Fragestellung der Arbeit eingegangen, dann auf die theoretischen Vorüberlegungen zum Thema, die Quellenlage und die Untersuchungsobjekte, die anzuwendenden Arbeitsmethoden sowie das einzusetzende Analyseverfahren. Danach wird im Kapitel I der Arbeit immer konzentrierter zu beweisen sein, warum ein Vergleich erstens zwischen Moderne und Antike, zweitens konkreter zwischen den USA und der Römischen Republik und drittens ganz konkret zwischen dem Irak-Krieg und dem Zweiten Makedonischen Krieg überhaupt machbar und gleichzeitig auch sinnvoll und relevant ist. Während die ersten beiden Punkte dabei die hier notwendigen unabhängigen Variablen für die folgenden Untersuchungen erarbeiten, beschäftigt sich der dritte mit der ähnlichen Krisensituation und der Anwendung einer [...]

The World Event/Interaction Survey (WEIS) Project is a research program examining international system characteristics and processes. Specifically, the data collected in the WEIS Project are public events reported daily in the press. The data reflect the flow of action and response between countries. One basic theoretical assumption underlying the project is that in the international political system, nations act consistently enough so that their past behavior is a source for the prediction of their present and future actions. Thus a country's external 'performance characteristics' in dealing with a wide variety of situations and with other countries are conceived to be made up of combinations of 'primary actions' that are categorized explicitly.
