Since its early beginnings peace and conflict research has focused on causes of phenomena such as civil war, terrorism, and state failure. The author merges this approach with a peace causes perspective and asks why civil war happened in Peru (1980-1995) though not in Bolivia, which is striking given the structural similarities with Peru as well as a number of escalation episodes leading the country to the brink of civil war (2000-2008). He explores the political measures such as reforms and political dialogue, which prevented the country from rather hazardous consequences.

In Turkey, since the middle of the 1940s, gecekondu (squatter) settlements have emerged in an urban context characterised by rapid rural-to-urban migration, inefficient administrative structures and intense land speculation. Today, some practices of the early gecekondu are still in use, while its dwellers have introduced new strategies to avoid demolition, get access to infrastructure and achieve legalisation. Recent gecekondu builders by-pass planning authorities by adopting tools of formal planning. At the same time local authorities bend their own rules and tend to tolerate informalities.

Why do very different countries often emulate the same policy model? Two years after Ronald Reagan's income-tax simplification of 1986, Brazil adopted a similar reform even though it threatened to exacerbate income disparity and jeopardize state revenues. And Chile's pension privatization of the early 1980s has spread throughout Latin America and beyond even though many poor countries that have privatized their social security systems, including Bolivia and El Salvador, lack some of the preconditions necessary to do so successfully. In a major step beyond conventional rational-choice accounts of policy decision-making, this book demonstrates that bounded--not full--rationality drives the spread of innovations across countries. When seeking solutions to domestic problems, decision-makers often consider foreign models, sometimes promoted by development institutions like the World Bank. But, as Kurt Weyland argues, policymakers apply inferential shortcuts at the risk of distortions and biases. Through an in-depth analysis of pension and health reform in Bolivia, Brazil, Costa Rica, El Salvador, and Peru, Weyland demonstrates that decision-makers are captivated by neat, bold, cognitively available models. And rather than thoroughly assessing the costs and benefits of external models, they draw excessively firm conclusions from limited data and overextrapolate from spurts of success or failure. Indications of initial success can thus trigger an upsurge of policy diffusion.

The concept of cultural spatiality includes all aspects of human agency, experiences and outside influences. As such, it encompasses socio-culturally enacted localities, whether these are real, imagined or only potential spheres of social, economic, religious, symbolic, or political action. As in the case of the Hmong in northern Thailand, people can be anchored via processes of place making in local settlements, in a diaspora spread over five continents or in the "Otherworld" of the supernatural agents. The concept of the Hmong Mountains signifies the "place" the Hmong people have constituted to maintain their socio-cultural distinctiveness despite statelessness. It is a mental model of the Hmong lifeworld which has evolved during the course of a long history of migration, dispersal and settlement in Thailand.
