Multiculturalism in present-day Europe How to understand Europe’s post-migrant Islam on the one hand and indigenous, anti-Islamic movements on the other? Inhaltsangabe:Einleitung: Dass Europa mittlerweile alle Personen angeht, zeigt sich an zahlreichen europäischen Regelungen die sich bis zum einzelnen Bürger auswirken. So müssen z. B. in Sachen Verbraucherschutz alle Mitgliedsstaaten eine 1999 verabschiedete EURichtlinie in nationales Recht überführen, was dazu führen wird, dass die gesetzliche Gewährleistungszeit für neu gekaufte Waren ab dem 1. Januar 2002 von einem auf zwei Jahre ausgedehnt werden muss. Aktuell liegt beim Europäischen Gerichtshof eine Klage der spanischen Gewerkschaft der Ärzte vor, in der diese fordert, dass der Bereitschaftsdienst bei Ärzten, der bislang als Ruhezeit galt, als Arbeitszeit angerechnet werden soll. Der angeführte Richterspruch wird sich in letzter Konsequenz bis auf die Arbeitszeitregelung für Ärzte in deutschen Krankenhäusern auswirken und dazu beitragen, endlich,neue Dienstmodelle zu entwickeln, die eine 48-Stunden Schicht für Ärzte ausschließt. Bis jedoch europäische Regelungen solche Effekte in die nationalen Politiken erreichen, sind viele Jahre der Sozial- und Beschäftigungspolitik vergangen. Dass Europa zudem in besonderem Maße die in der sozialen Arbeit tätigen Fachkräfte angeht, soll diese Arbeit deutlich machen. Sie behandelt das Thema „der Europäische Sozialfonds (ESF) als Handlungsfeld europäischer Sozial- und Beschäftigungspolitik“ und hat das Ziel, einen Überblick über die Förderstrategie der EU in Bezug auf die für die soziale Arbeit relevanten Politikbereiche, vor allem die Sozial- und Beschäftigungspolitik, zu verschaffen. Ausgangspunkt der Beschäftigungsförderung in Europa stellt aus Sicht der Kommission der gegenwärtige gesellschaftliche Umbruch hin zu einer neuen Wissensgesellschaft dar. Deshalb wird in den relevanten europäischen Förderprogrammen die Strategie des lebenslangen Lernens verfolgt. Diese Förderprogramme werden aus Mitteln des ESF und den Gemeinschaftsinitiativen finanziert. Aus diesen euro päischen Mitteln sollen vor allem Personengruppen gefördert werden, die einen schwierigen Zugang zur Arbeitswelt durch geringe Qualifikationen haben. Diese gesellschaftlichen Randgruppen und Minderheiten stellen z. B. Langzeitarbeitslose, jugendliche Arbeitslose, Behinderte, Suchtkranke, Migranten, Ausländer, alleinerziehende Frauen, arme und ältere Menschen dar.
