Es ist zwar Uingst deutlich geworden, daB Politikwissensehaft sich nieht allein als Institutionenleh re, und schon gar nieht in legalistiseh-normativistischer Verengung als bloBe "Institu tionenkunde" verstehen kann, wenn sie politische Prozesse und Saehverhalte ange messen begreifen will-eine GeringscMtzung institutioneller Fragestellungen, wie sie vor allem fUr die 70er Jahre als Gegenreaktion gegen die vermeintliehe Institutionenfi xiertheit der Politikwissenschaft kennzeichnend war, ist jedoch allmahlieh der Einsieht gewichen, daB den institutionellen Faktoren in der Politik, institutionellen Rahmenbe dingungen oder gar Eigengesetzliehkeiten eine fUr das Zustandekommen, die Art und die Qualitllt von politisehen Entscheidungen oder aueh, Nicht-Entscheidungen" kaum zu ubersehlttzende Bedeutung zukommt. Aufarbeitung und EinscMtzung der institu tionellen VerfaBtheit von Politik sind unentbehrlich fUr das Verstllndnis politiseher Prozesse und Problemlagen. Das gilt in besonderem MaBe fUr Theorieprobleme. Wenn Politikwissenschaft uber das Aufsuehen und Registrieren von Fakten hinaus naeh theoretischen Zusammenhltngen sueht, urn empirische Tatbestllnde zu erklltren, wenn sie die Legitimationsmuster politischer Ordnungen naeh Herkunft, Ansprueh und Folgewirkung kritisch durehleuehtet, urn normative Begrundungszusammenhltnge zu diskutieren, so geht es stets auch urn institutionentheoretische Zusammenhltnge
