This edited book brings together humanities and social sciences scholars from the various disciplines at the nexus of discourse studies and ethnography to reflect on questions of institutional practices and their political concerns. Institutional order plays an important role in structuring power relations in society. Yet, contrary to common understandings of structure, institutional orders are far from fixed or stable. They constantly change, and they are resisted and reimagined by social actors. The 20 studies collected in this edited volume develop the notion of institutionality as an overarching perspective to explore how institutional actors and institutional practices order and reorder power in societies across the globe. Thereby the chapters pay special attention to the fluidity, volatility, fragility, and ambiguity of order, and consequently to its claims to authority. Employing a broad range of discourse analytic and ethnographic methodologies, the studies show how institutions are discursively and materially constructed, defined, represented and how they are made relevant and become powerful – or how they are resisted, transformed or lose significance – in interaction. Readers will obtain nuanced insights into ways in which differently positioned social actors engage in struggles about how institutions can be imagined and enacted across several domains, such as workplace interactions, architecture, mass-media representations or organisational publicity. This book will be of interest to readers in Applied Linguistics, Discourse and Society, Critical Discourse Analysis, Political Theory and Communication Studies.

This Open-Access-book questions the relationship between institutionalized images and understandings of policing – the monolithic ideas common to most, if not all, Western law enforcement agencies – and contextual, situative, and local interactions where the human representatives of policing – street-level officers – come into contact with residents. The political and theoretical association of specific forms of “Western” policing with democratic society can be illustrated in the case of German integration: narratives of reform and essentially forging new democratic police agencies in the “new German states” stand at odds with much of the experience and statements of officers who continued to serve following (Re)Unification. Officers who present their works primarily in terms of their local responsibilities, expectations and more specifically to their unique and individual relationship and connection to their communities downplay the relevance of high-level policing policy. Based on a two-year ethnographic study of policing in a rural county in the German state of Brandenburg, this book explores the local nature of policing both in terms of how police officers imagine their communities to be and with reference to broader societal expectations and assumptions of what police, essentially, are, can effectively do, and should effectively do.

Police-citizen relations are in the public spotlight following outbursts of anger and violence. Such clashes often happen as a response to fatal police shootings, racial or ethnic discrimination, or the mishandling of mass protests. But even in such cases, citizens’ assessment of the police differs considerably across social groups. This raises the question of the sources and impediments of citizens’ trust and support for police. Why are police-citizen relations much better in some countries than in others? Are police-minority relations doomed to be strained? And which police practices and policing policies generate trust and legitimacy? Research on police legitimacy has been centred on US experiences, and relied on procedural justice as the main theoretical approach. This book questions whether this approach is suitable and sufficient to understand public attitudes towards the police across different countries and regions of the world. This volume shows that the impact of macro-level conditions, of societal cleavages, and of state and political institutions on police-citizen relations has too often been neglected in contemporary research. Building on empirical studies from around the world as well as cross-national comparisons, this volume considerably expands current perspectives on the sources of police legitimacy and citizens’ trust in the police. Combining the analysis of micro-level interactions with a perspective on the contextual framework and varying national conditions, the contributions to this book illustrate the strength of a broadened perspective and lead us to ask how specific national frameworks shape the experiences of policing.
