Lukang is a sleepy provincial town on the east coast of Taiwan. The Lukang "rebellion" was a series of well-organised mass demonstrations in 1986 and 1987 to block construction by the DuPont Corporation of a titanium dioxide plant nearby. If this protest had occurred just a few years earlier, no doubt it would have been crushed by a powerful government determined to promote development at any cost. If it had been a few years later, it probably would have passed unnoticed. But it came at a time just when environmental consciousness in Taiwan had reached a critical mass and as the government was introducing political reforms allowing unprecendented scope to new forms of civil action. In this atmosphere, a handful of determined, capable activists, bent on keeping a giant multinational corporation out of their "old home", focused the attention of the entire island on Lukang, raised the national consciousness about threats to the natural environment, and challenged the rules that government officials and industrial leaders in Taiwan had come to take for granted. The Lukang rebellion was one of those small events with large consequences that make for interesting and significant history.

This new book takes as its focus a simple yet critical question: Does foreign direct investment lead to weakened environmental regulation, thereby turning developing countries into "pollution havens"? The debate over this question has never before been the focus of a book about China. Phillip Stalley examines the development of Chinese law governing the environmental impact of foreign investors, describes how regional competition for investment has influenced environmental regulation, and analyzes the environmental practices of foreign and Chinese companies. He finds only modest evidence that integration with the global economy has transformed China into a pollution haven. Indeed, after China opened its domestic market, the entry of foreign films largely strengthened the environmental protection regime, including the oversight of foreign firms' environmental practices. Nevertheless, foreign firms (and the competition to lure them) have posed new challenges to controlling industrial pollution. Stalley identifies the conditions under which foreign investment contributes to and undermines environmental protection, offering readers a solid understanding of China's environmental challenges. He also builds on existing theory and provides hypotheses that can be tested with other developing nations.

This book brings together 13 papers published by the author over the past 50 years, arranged chronologically, so the reader can follow the unfolding development of the author’s thinking on the issues discussed here. The essays primarily investigate the role intellectuals in the dramatic changes in China since the fall of the old imperial order, with an emphasis on the tension between the urge towards utopian dreams and the quest for human rights and democracy. The earlier pieces are two chapters from the author’s 1969 Columbia University PhD dissertation dealing with the Chinese Communist Party leadership methods and the conflict between the Party and the peasants during the time of the People’s Commune Movement. Several other essays on the question of human rights date from the 1980s and 1990s. The last two essays go beyond China to take up the debate on Asian values and the concept of peace in Asia. Given the unique perspective which differs from that of the ruling party and government in China, as well as the usual political realist perspective of the Western press, this book will contribute to a better understanding of the complex and entangled role of the intellectuals and the political process on both sides of the Taiwan Strait. This book is the second collection of systematic case studies describing national environmental policies in 17 countries in terms of capacity building (see Appen dix). The OECD defines environmental capacity building as "a society's ability to identify and solve environmental problems. " While various institutions, including UNEP, FAO, World Bank and OECD, have hitherto used the terms environmental capacity and capacity building almost exclusively with reference to developing countries, we have extended the concepts to industrialized countries, as well. The first collection, edited by Martin Janicke, Helge Joergens (both Free University Berlin) and Helmut Weidner (Social Science Research Center Berlin), was pub lished in 1997 under the title "National Environmental Policies - A Comparative Study of Capacity-Building" (Berlin, etc. : Springer Verlag). It included 13 studies of countries. As in the first volume, chapter I presents the conceptual framework underlying the national case studies. It is a slightly shorter version of the corresponding chap ter in volume I. The design of all case studies in the two volumes is largely con gruent with this conceptual framework. Although the various sections of the stud ies do not always have identical titles and subtitles, the central elements of the capacity-building approach have been applied in all cases.
