This is the first book-length account of populism in the Visegrád Four (V4) countries — Czech Republic, Hungary, Poland, and Slovakia — for the first 30 years of multi-party competition since the transformative events of 1989–91 in Central and Eastern Europe. The book is the result of the National Science Centre’s project entitled ‘Social engineering. Projects of nation-state building and their representation in historiography and historical memory: Croatia, Germany, Poland and Ukraine in the twentieth century’. The project was conducted at the Institute of Political Studies of the Polish Academy of Sciences (PAN). The aim of the participants in the project, developed jointly by the Department of German Studies and the Department of History of Eastern Territories, was to provide a broad perspective on nation-building processes in Central Europe in the nineteenth and twentieth centuries and to determine the place of projects on population policy (social engineering) in these processes. The authors also analyse the role of the memory of these projects in developing nation states in this region of Europe in the second half of the twentieth century and contemporary times. The subjects analysed cover a broad spectrum of issues related to the emergence of modern states, demography, eugenics, racial hygiene, statistics, geography and specific policies – from supporting the birth of preferred groups to genocide. The book concerns both the development of modern societies and the problems of nationalism, racial ideology and the idea of ‘the body of the nation’.

The concept of ‘culture’ is a relatively modern invention. It stems from the Latin term cultura meaning cultivation. Cicero was the first to use this word in a non-agricultural context. In his Tusculanae Disputationes he reflected on the ‘cultivation of the soul’ (cultura animi). Later this term was rarely used in this sense but as of the 17th century more and more authors considered culture an intellectual and not an agricultural phenomenon. Samuel Pufendorf (1632–1694) described culture as a vehicle overcoming natural barbarism. He was followed by German philosophers of culture. Johann Gottfried Herder (1744–1803) argued that human creativity was as important as human rationality and called attention to national cultures. The works of German romantic philosophers were mainly focused on the specificity of the German culture, a factor that was to unite divided German statehoods. At the same time, however, Herder and his followers noticed other national cultures, including first of all those of East and Central Europe. It is therefore noteworthy that the early philosophical reflection on culture was closely connected with the specific traditions of East and Central Europeans.

The monograph examines the sources of Polish social divisions. It explains their emergence and discusses the mechanisms behind their evolution from 1945-2022. The findings corroborate the idea that divisions were formed irrespective of the current state of social hierarchy, or the accepted interpretation of justice, and that they existed both in totalitarian and democratic systems alike. The book distinguishes the category of divisions from the practices of repartition, and demonstrates that the repartitions discussed in a political discourse do not generate divisions, but constitute the politicization of the latter. Repartitions are understood as discursive, dichotomic juxtapositions that result from the existence of divisions and can be used as political tools. It has been demonstrated that they can also function as analytical categories used with a view to determining the state of social inequalities. The notions of divisions and repartitions discussed in this volume confirm the existence of the continuity of changes and describe the evolution of Polish society has a consequence.
