This book tackles questions related to democracy, populism and truth, with results that are sure to inform pressing academic and popular debates. It is common to describe many of today’s most energizing politicians and political movements as populist. Some are progressive advocates of greater economic democracy or individual rights, while others are recognizably authoritarian and anti-democratic, even while claiming to defend democracy. What all populist leaders share in common is a rhetorical approach: their ability to articulate, or at least profess to channel, the wishes of ‘the people’, a group that populist leaders claim a unique ability to understand and govern, especially with regard to their dissatisfaction with ruling elites. They decry corruption (although not necessarily with any sincerity), and they sometimes identify more mainstream politicians and bureaucrats as ‘enemies of the people.’ The rise of populist politics raises pressing questions about the nature of populism, but also about relationships between populism and democratic institutions. For example, is populism ever a democratic tendency, or does its invocation of a monolithic demos (‘the people’) signify a fundamentally anti-democratic worldview? Populist political rhetoric also raises concerns about the relationship between truth, democracy, and journalistic integrity. While the history of anti-democratic advocacy (famously illustrated by Plato) has often highlighted the tendency of a democratic style of politics to prioritize popularity over truth, the development of social media—and evolving norms of journalistic communication and public political discourse—raise these misgivings in new forms.

The classical or 'populist' conception of democracy in terms of a rule in accordance with the will of the people has come under attack this century by thinkers such as Joseph Schumpeter and William Riker. This book contains a defence of the populist conception against their criticisms and a statement of an ideal of democracy, cast in terms of populist democracy. A distinction is made between 'narrow' and 'wide' democratic theory. In narrow democratic theory a fruitful concept of democracy is sought. In wide democratic theory the objective is to put forward and defend a viable ideal of democracy. Problems of narrow democratic theory are addressed in the first part of the book and problems of wide democratic theory in the second. The concept of democracy is defined in 'classical' terms, to wit in terms of the majority principle and the principle of unanimity. It is maintained that, in some circumstances, it is natural to identify the will of the people with either the will of the majority or the will of all. Moreover, it is argued that, in some circumstances, rule in accordance with the majoritarian principle and the principle of unanimity is desirable. In two concluding chapters a concrete democratic ideal is put forward and defended. The appropriate role of democratic decision-making is delineated at the national political level, where a participatory, or 'communitarian' ideal is defended, and at the levels of regions, continents, and the entire world, where a cosmopolitan ideal is put forward and defended. The book is an authorative, up-to-date, and thought provoking statement of some pressing problems of political theory of the modern age, and essential reading for scholars and students of political philosophy and political science alike.

Are liberal democracies in decline? If they are, what role does populism play in this? What can and should democracies do to defend their core features against 'democratic decay'? The contributions to this volume Politics, Social Movements and Extremism take serious the fact that populism is a symptom of the crisis of representation that is affecting parliamentary democracy. Right-wing populism skyrocketed to electoral success and is now part of the government in several European countries, but it also shaped the Brexit campaign and the US presidential election. In Southern Europe, left-wing populism transformed the classical two parties systems into ungovernable three fractions parliaments, whereas in Latin America it still presents an instable alternative to liberal democracy. The varying consequences of populist mobilisation so far consist in the maceration of the established borders of political culture, the distortion of legislation concerning migrants and migration, and the emergence of hybrid regimes bordering on and sometimes leaning towards dictatorship. Yet, in order to understand populism, innovative research approaches are required that need to be capable of overcoming stereotypes and conceptual dichotomies which are deeply rooted in the political debate. The chapters of this volume offer such new theoretical strategies for inquiring into the multi-faceted populist phenomenon.
