Using the conceptual framework of populism as discourse, Ritchie Savage provides a comparative analysis of U.S. and Latin American speeches and articles covering Betancourt’s Acción Democrática, Chávez, McCarthyism, and the Tea Party. In so doing, he reveals an essential structure to populist discourse: reference to the "opposition" as a representation of the persistence of social conflict, posed against a collective memory of the origins of democracy and struggle for equality, is present in all cases. This discursive formation of populism is carried out in comparisons of political discourse in the United States and Venezuela, two countries that are typically classified as empirically specific in their economic and political development and ideological orientation. Populist Discourse in Venezuela and the United States explores how instances of populism, once exceptional phenomena within modern forms of political rule, are becoming increasingly integrated with the structure of democratic politics.

Populism is on the rise in Europe and the Americas. Scholars increasingly understand populist forces in terms of their ideas or discourse, one that envisions a cosmic struggle between the will of the common people and a conspiring elite. In this volume, we advance populism scholarship by proposing a causal theory and methodological guidelines – a research program – based on this ideational approach. This program argues that populism exists as a set of widespread attitudes among ordinary citizens, and that these attitudes lie dormant until activated by weak democratic governance and policy failure. It offers methodological guidelines for scholars seeking to measure populist ideas and test their effects. And, to ground the program empirically, it tests this theory at multiple levels of analysis using original data on populist discourse across European and US party systems; case studies of populist forces in Europe, Latin America, and the US; survey data from Europe and Latin America; and experiments in Chile, the US, and the UK. Populism in Venezuela analyses the emergence, formation, reproduction and resistance to a left-wing populist project in a major world oil producer. Populism has lately experienced a meteoric rise to become one of the most widely used terms in academic and wider public discourses and a supposedly defining feature of both domestic and world politics. Situated at the intersection of International Relations (IR), Political Theory and Comparative Politics, this book makes a critical intervention into the burgeoning IR scholarship on populism and problematizes the often hyperbolic and sweeping usage of the term as a general descriptor for non-centrist politics of different persuasions. The book seeks to move into a different theoretical direction and broaden the empirical focus of existing IR research. Theoretically, it bridges the gap between theories of populism and IR by bringing the Laclauian, discursive approach and IR poststructuralism together in a theoretical framework. The proposed framework moves away from the search for the policy preferences and impact of populism, and instead conceptualizes foreign policy and world politics as potential sites for practicing populism, ranging from the articulation of societal grievances to the construction of populist identities such as ‘the people’. Empirically, the book takes IR scholarship beyond the predominant focus on the populist radical right and single-country and -region studies. Building on the discourse analysis of an original data set, it offers a comparative analysis of right-wing and left-wing populist discourses in different world regions as well as populist cross-border collaboration and identity construction.

Populism and Performance in the Bolivarian Revolution of Venezuela explains how supporters of the emergent socialism of Hugo Chávez negotiated terms of national belonging and participatory democracy through performance. By foregrounding populism as an embodied act, Angela Marino draws attention to repertoires of populism that contributed to what is arguably the most significant social movement in the Americas since the Cuban Revolution. Based on ethnographic and archival research, Marino focuses on performances of the devil figure, tracing this beloved trickster through religious fiestas, mid-century theater and film, and other media as it both antagonizes and unifies a movement against dictatorship and neoliberalism. She then demonstrates that performance became a vehicle through which cultural producers negotiated boundaries of inclusion and exclusion in ways that overcame the simplistic logic of good versus evil, us versus them. The result is a nuanced insight into the process of building political mobilization out of crisis and through monumental times of change.
