A vent’anni di distanza, la “separazione di velluto” fra Repubblica ceca e Slovacchia, formalizzata il primo gennaio 1993, rimane un evento di grande rilevanza e di notevole attualità per gli studi giuridico-politici, geografici e storico-sociali. L’intera attuale riflessione sulla cessazione dell’esistenza di uno Stato, sulla successione legittima alla sua dissoluzione, sui possibili processi di separazione incruenta e consensuale, sulle crescenti aspirazioni all’autogoverno e al pluralismo e sulla proliferazione di nuovi attori statali – anche in Europa – non può prescindere da questo caso-studio, che continua a stimolare articolate riflessioni in tema di crisi e mutamento dello Stato territoriale moderno, della legittimità interna, di teoria federale e di relazioni interetniche. Questo avvenimento storico e politico-costituzionale, decisivo per la trasformazione dell’Europa, ha costituito un punto di riferimento nella complessa questione del riconoscimento di nuovi Stati sorti da una separazione e rimane un’utile lente per leggere anche, come hanno cercato di fare gli autori dei contributi al volume, alcune fra le più controverse e attuali questioni giuridico-politiche all’ordine del giorno nel contesto europeo e internazionale contemporaneo. Angela Di Gregorio insegna Diritto pubblico dei paesi europei e Diritto costituzionale comparato all’Università degli Studi di Milano. Si occupa principalmente dei paesi dell’Europa centro-orientale. Ha approfondito le dinamiche della transizione e del consolidamento democratico, focalizzandosi sulle problematiche della giustizia costituzionale, delle forme di governo e dell’integrazione europea dei paesi della “nuova” Europa. Particolare interesse ha inoltre dedicato alle dinamiche elettorali e partitiche della Russia. Ha all’attivo diverse pubblicazioni, tra le quali: La giustizia costituzionale in Russia. Origini, modelli, giurisprudenza (Milano, 2004), Repubblica ceca (Bologna, 2008), Epurazioni e protezione della democrazia. Esperienze e modelli di giustizia “post-autoritaria” (Milano, 2012). Alessandro Vitale insegna Analisi della politica estera/Politica estera comparata e Relazioni internazionali all’Università degli Studi di Milano. Ha insegnato Studi strategici e tenuto corsi seminariali e lezioni in diverse Università italiane e straniere. Suoi studi sono apparsi in Croazia, Polonia, Slovenia, Russia, Gran Bretagna, Francia, Confederazione Elvetica, Argentina. Fra le principali pubblicazioni: I concetti del Federalismo (con L.M. "The 1968-1969 Czechoslovak crisis was first and foremost a major crisis of European detente. While the Prague Spring was made possible by the immediate and unchecked consequences of early detente in Europe, its crushing sharply brought out the contradictions of detente as understood by the global Cold War protagonists. In a similar way as the Czecho-slovak crisis reflected the ambivalence at the heart of detente, the West European Communist Parties' responses to it revealed the ambivalence of detente as a context for radical social change, either in the East of the West. The scholarly literature on the PCI and PCF has, often in an unproblematic way, understood the shift from Cold War to detente on the European continent in the mid-1960s as a development essentially positive to these parties. The present study argues against this and demonstrates how the shift from the Cold War of the 1950s to detente in Europe reformulated the impasse of revolution or radical change in the West, rather than putting an end to it."
