This paper identifies the factors linked to cross-country differentials in growth performance in the aftermath of social conflict for 30 sub-Saharan African countries using panel data techniques. Our results show that changes in the terms of trade are the most important correlate of economic performance in post-conflict environments. This variable is typically associated with an increase in the marginal probability of positive economic performance by about 30 percent. Institutional quality emerges as the second most important factor. Foreign aid is shown to have very limited ability to explain differentials in growth performance, and other policy variables such as trade openness are not found to have a statistically significant effect. The results suggest that exogenous factors ("luck") are an important factor in post-conflict recovery. They also highlight the importance in post-conflict settings of policies to mitigate the macroeconomic impact of terms of trade volatility (including countercyclical macroeconomic policies and innovative financing instruments) and of policies to promote export diversification.

This book presents a rich ethnography of post-conflict social and economic recovery in East Timor following the end of Indonesian military occupation of the territory in 1999. It offers a longer-term analysis of the pathways to rebuilding and restoring local community life, and the budding prosperity that has flowed from participation in spontaneous circular labour migration and the remittance benefits that have followed. Based on extensive comparative literature and field-based empirical research, the book explores the protracted process of cultural and economic revival following a generation-long period of military repression and a sustained struggle for national independence. With a focus on the experiences of Fataluku ethno-linguistic communities in Timor-Leste, the study offers nuanced perspectives on the legacies of conflict and local forms of governance, the revitalisation of customary exchange and ancestral religion. Presenting both an optimistic and alternative narrative in which a traumatised population finds new hope and emergent prosperity, this book highlights a renewed concern with inter-generational well-being and widespread aspirations for prosperity and material benefits following decades of deprivation. Evidence-based planning for post-conflict reconstruction is often constrained by missing data and the shortcomings of conventional analytical methods. To overcome these constraints, we use economy-wide modeling methods to model the impact of war and reconstruction possibilities for the economy of Yemen. We first calibrate the model to pre-conflict data (2014) and validate it by replicating the most recent available dynamic needs assessments for Yemen that were elaborated by the World Bank. We then report model scenario results for unobserved development indicators, such as estimates for sector-level growth, employment, and poverty. For the post-conflict period, we use the assumptions of a recent dynamic needs assessment and assume gradual reconstruction of the war-induced damages by the target year 2024. Then we focus on uncertain institutional factors and investigate their importance for the country’s socio-economic development. Finally, we assess the potential structural characteristics of Yemen’s economy in the year 2024 and analyze potential risks and trade-offs associated with government’s institutional performance and the implications these have for the pace of post-conflict reconstruction.
