Post-development advocates and decolonial thinkers are calling for radical alternatives to development, but how do these ideals sit with the day-to-day reality of marginalised communities struggling with poverty, precarity, and the deprivation of human rights? This book investigates how post-development alternatives are being understood and negotiated on the ground in the Global South. Indigenous concepts and practices attributed to people in the Global South are seen by post-development thinkers as offering transformative alternatives to dominant development models of progress and economic growth. For example, buen vivir from particular regions of South America points to a ‘culture of life’ and ubuntu in Southern Africa emphasises human connectedness and mutuality. Such terms are associated with social and environmental sustainability, and a greater connection to Southern epistemologies. Drawing on extensive fieldwork, this book takes us directly to Global South communities from around the world, to consider the complex ways in which they negotiate the ideas and practices associated with (post)development, and their views on the supposed indigenous alternatives. The book encourages a contextual approach that embraces the tensions and contradictions that exist within different communities. Taking the Heideggerian critical ontology of technology as its base, this volume looks at postcolonial modernization and development in the global south as the worldwide expansion of the western metaphysical understanding of reality. We live today in an increasingly globalizing technological society that Martin Heidegger described in the middle of the last century as ‘the planetary imperialism of technologically organized man.’ Consequent upon this cultural-intellectual globalization, the ahistorical, violent, individualistic, calculative and capitalistic logic of the metaphysics of technology is permeating the life-world, even of the world’s poorest peoples, in ways they could neither choose nor control. Orthodox strategies for socio-economic development have failed spectacularly in Southern Africa. Neither the developmental state nor neoliberal reform seems able to provide a solution to Africa's problems. In Africa's Development Impasse, Stefan Andreasson analyses this failure and explores the potential for post-development alternatives. Examining the post-independence trajectories of Botswana, Zimbabwe and South Africa, the book shows three different examples of this failure to overcome a debilitating colonial legacy. Andreasson then argues that it is now time to resuscitate post-development theory's challenge to conventional development. In doing this, he claims, we face the enormous challenge of translating post-development into actual politics for a socially and politically sustainable future and using it as a dialogue about what the aims and aspirations of post-colonial societies might become. This book argues that the international development sector is in crisis which can be mostly sourced to its side-stepping the dominant development question of our age, the neoliberal growth paradigm. It argues that this crisis can be addressed, at least in part, by the sector’s re-engagement with the radical development education process that it helped to foster and sustain for over two decades. The recent safeguarding scandal is symptomatic of a sector that is becoming overly hierarchical, brand conscious and disconnected from its base. This book argues that many of the problems the sector is facing can be sourced to its failings in grappling with the question of neoliberalism and formulating a coherent critique of how market orthodoxy has accelerated poverty in the global North and South. This book recommends re-embracing the radical origins of global learning, situated in the participative methodology and praxis (reflection and action) of Paulo Freire, both as internal capacity-building and external public engagement.
