This book aims to provide insight into how Southeast Asian countries have responded to disasters, recovered, and rebuilt. It investigates emergency response and disaster recovery cases at national levels and from regional perspectives. Recovery from great disasters poses great challenges to affected countries in terms of organization, financing, and opportunities for post-disaster betterment. Importantly, disasters are critical moments in which to achieve disaster risk reduction, especially in the context of climate change and Sustainable Development Goals. Insights from these cases can help other countries better prepare for response and recovery before the next disaster strikes. While the experiences of disaster risk reduction and climate change implementation in Southeast Asian countries have been well documented, tacit knowledge from emergency response and recovery from these countries has not been transformed into explicit knowledge. There are only a few books that integrate information and lessons from post-disaster governance in Southeast Asia as a region, and because of the importance of providing real and recent situations, this book will interest many policymakers, practitioners, and academics. The information presented here will lead to a better understanding of how to plan for future disasters and improve governance to ensure effective emergency response as well as encouraging a build back better and safer towards a more resilient and sustained recovery.

The chapters address different dimensions of Sendai Framework of Disaster Risk Reduction (SFDRR), which are linked to Sustainable Development Goals, as well as Paris Agreement on Climate Change. Helen James was a specialist in Mainland Southeast Asia, especially Thailand and Myanmar (Burma). In 1997 she was awarded the order of Benchamabhorn, Member of the Most Noble Order of the Kingdom of Thailand by H.M. King Bhumibol Adulyadej for services to Thai history, language, education and culture. Helen passed away in April 2020. Rajib Shaw is the professor in Graduate School of Media and Governance in Keio University's Shonan Fujisawa Campus (SFC). Earlier, he was the Executive Director of the Integrated Research on Disaster Risk (IRDR), a decade-long research program co-sponsored by the International Science Council (ISC) and the United Nations Office for Disaster Reduction (UNDRR). He is a Senior Fellow of Institute of Global Environmental Strategies (IGES) Japan, and the Chairperson of SEEDS Asia and CWS Japan, two Japanese NGOs. Vinod Sharma is the First Professor of Disaster Management in India, and one of the pioneers in DRR in South Asia. He is also the Founder Coordinator of National Centre of Disaster Management (now National Institute of Disaster Management). He is well versed with the national, state and local disaster management legislation, institutions and systems through work as Vice-Chair, Sikkim State Disaster Management Authority with a diverse education that includes international development, sustainability and water governance. Anna Lukasiewicz researches topics around the distribution of natural resources (including how decision-making processes are structured and stakeholder-decision maker interactions); water governance (including water management, climate change adaptation and stakeholder engagement); and natural hazard management (especially policy around disaster resilience). She works mainly at the interface of justice and natural resource management. .

Asian cities are particularly vulnerable to risks associated with natural disasters. While they are exposed to various types of natural hazards, flooding and other water-related disasters pose particularly significant risks and undermine long-term economic growth, especially in coastal cities. Managing such natural disaster risks is an essential component of urban policies in fast-growing Southeast Asian cities, especially as the impacts of climate change worsen. In addition to providing a framework for assessing disaster risk management policies in cities, this report also presents the results of assessment and locally tailored policy recommendations in five cities of different institutional, geographic, socio-economic and environmental contexts in Southeast Asia. They include Bandung (Indonesia), Bangkok (Thailand), Cebu (Philippines), Hai Phong (Viet Nam) and Iskandar (Malaysia). The study highlights that Southeast Asian cities are largely underprepared for natural disaster risks. Through an assessment of disaster risk management (DRM) policies at national and subnational levels, the study aims to enhance urban resilience by: i) identifying policy challenges related to DRM ; ii) assessing the impacts of current DRM policy practices; and iii) proposing more efficient and effective policy options to enhance urban resilience.
