Damage assessment, rehabilitation, decision-making, social consequences, repair and reconstruction; these are all critical factors for considerations following natural disasters such as earthquakes. In order to address these issues, the United States of America and the Peoples Republic of China regularly organize bilateral symposia/workshops to investigate multiple hazard mitigation, particularly with respect to earthquake engineering. This book contains state-of-the-art reports presented by world-renowned researchers at the US/PRC Sympsosium Workshop on Post-Earthquake Rehabilitation and Reconstruction held in Kunming, Yunnan, China, May 1995. The following key areas are addressed: damage assessment of structures after earthquakes; lessons of post-earthquake recovery, rehabilitation and reconstruction, including public policy, land use options, urban planning, and design; issues in and examples of decision-making, and implementation of rehabilitation and reconstruction plans and policies; repair, strengthening, retrofit and control of structures and lifeline systems, post-earthquake socio-economic problems covering issues of relief and recovery; human and organizational behavior during emergency response, and strategies for improvement; real-time monitoring of earthquake response and damage.

Earthquakes come without warming, and often cause massive devastation, resulting not only in the loss of property but also of lives. Many of the survivors suffer from intense and lasting psychological trauma. This book covers the experience of recent earthquakes in India, and what has been learnt (and what we have failed to learn) in the process of managing the aftermath in each case. This includes immediate medical attention, long-term mental health care, and the reconstruction of housing and infrastructure in both rural and urban areas. The experiences of the contributors, many of whom have actively contributed their expertise to disaster management and recovery, help us understand what problems require a swift response and which aspects should be based on detailed analyses keeping in mind local conditions. Reconstruction is seen as offering an opportunity to rebuild society such that all sections of the population are empowered and brought into the community’s decision-making process. It is also an opportunity to develop construction techniques that are suited to local materials and skills but are also more earthquake-resistant than the old. And finally, there is the realisation that the best first responders are local community groups which need to be nurtured, and trained in crisis management and risk mitigation.

This book explores practices and approaches on pre-disaster prevention and post-disaster reconstruction for vulnerable countries and areas enhancing earthquake disaster resilience. Destructive earthquakes have frequently occurred in urban or rural areas around the world, causing severe damage on human societies. Pre-earthquake prevention and post-earthquake reconstruction effect the disaster resilience building and long-term development of the affected communities and areas. In recent years, researchers from around the world have made a lot of efforts to study on the theme ‘earthquake disaster prevention and reconstruction’. The chapters in this edited volume contribute to the literature of earthquake disaster research from scientific, social and institutional aspects. These interdisciplinary studies mainly focus on human and policy dimensions of earthquake disaster, such as earthquake risk mitigation, social-physical resilience building, resilience capability assessment, healthcare surge capacity, house reconstruction, the roles of schools, households, civil societies and public participation in earthquake disaster prevention and reconstruction. The authors come from several counties, including China, Bangladesh, Iran, New Zealand, Saudi Arabia, the United Kingdom, Denmark, and Indonesia, covering the cases from those countries prone to earthquakes. These nine distinctive chapters have been elaborately selected and integrated from the international, ranked, peer-reviewed journal, Environmental Hazards.

"Building Back Better" (BBB) has been a popular slogan in disaster recovery efforts around the world, including the 2004 Indian Ocean Tsunami, the 2009 Samoan Tsunami, the 2010 Haiti Earthquake and the 2011 Great East Japan Earthquake. BBB has recently been identified as one of four priorities of action for disaster risk reduction globally in the next 15 years by the United Nations Sendai Framework. However, there has consistently been a mismatch and confusion in the interpretation of the phrase and what BBB encapsulates which has made proper implementation difficult and unsuccessful at times. This book explains the concept of "Building Back Better" as an innovative holistic approach to rebuilding a community following a disaster event in order to develop resilience. It begins by exploring the background, development and definitions of BBB. The theory behind establishing BBB as a holistic concept is explained and the internationally recognised BBB Framework developed by the authors is introduced and described. Each of the components of the Framework are explained in detail with findings from international research and case studies from the US, Haiti, Indonesia, Samoa, Sri Lanka, Vanuatu, Gaza, China, Australia, UK and New Zealand, providing practical recommendations for implementation in recovery projects. There is a focus on the translation of BBB theory into practice to assist implementers to use the BBB Framework and BBB Indicators introduced in this book as an effective tool to plan and implement disaster recovery projects. This publication can be used as a handbook by government, non-governmental and private industry practitioners to prepare for and implement post disaster recovery projects that benefit and strengthen local communities and as a core text on international Disaster and Energy Management courses.

This book explores the reconstruction after the 2015 Gorkha Nepal earthquake, on the basis of the author’s first-hand experience that has been validated with empirical evidence. Unlike other advocacy and academic literature, the book takes readers close to the ground where the activities took place. This book describes Nepal’s efforts to rebuild private housing from the preparatory to the concluding stages, and the obstacles faced and overcome along the way. It assesses the consequences of the policy level decisions and also examines the relevance, utility and future use of damage assessment surveys that were carried out in the country. In addition, lessons from the housing grant payment through the banking system, impending reasons for housing non-compliance to building standards, experimentation with resilient resettlements and unresolved issue of urban regeneration have been also delved in. The ground realities revealed that the aid architecture requires further carving out. The last three chapters have attempted to capture the macro level picture of the reconstruction and recovery endeavors: contribution to national economy, structural resilience and comparative overview of Nepal’s delivery in global context. As an intimately involved professional with the 2015 Nepal Earthquake, Dr Shrestha is the authority from whom a holistic understanding can be attained regarding the response of Nepal's state and society to the Earthquake. His study will have ramification at national and global scale in handling with inescapable natural calamities. Kanak M. Dixit, Journalist and Heritage Conservationist Dr. Shrestha’s book provides rare insight and perspective on the issues and challenges of governance during the complex journey to reconstruction and future resilience, reflecting his long and intense engagement in the post disaster recovery and reconstruction. Vivek Rawal, Director, People-in-Centre, Ahmedabad, India This collection of balanced insightful essays methodically explores topics such as government decisions and aid during the earthquake recovery combining lived experience and a research approach to reveal lessons and future considerations.
